However, due to the large amount of work being implemented, many contents have no precedent or specific instructions from competent authorities, while the requirements for completion progress are very urgent, so the process of summarizing Resolution No. 18-NQ/TW and implementing the policy of streamlining the apparatus still faces certain difficulties, some contents do not ensure progress.
In addition, the previous organizational model of the two Ministries is still different in the way of operation; some new regulations on organizational structure, regimes, and policies need to be studied to apply consistently between ministries, branches, and units in the Ministry. The merger of the two Ministries is associated with the requirement of innovation, streamlining and streamlining the apparatus, while restructuring the staff.
