In the recent past, the weather across the country has been very complicated. Many localities, especially the Central region, have experienced widespread heavy rain, causing major floods and deep flooding.
In response to such unusual developments, some localities have had to declare natural disaster emergencies to promptly deploy response measures.
Severe natural disaster conditions have directly affected a number of expressway projects under construction, causing landslides on the slope, partial damage to the four bridgeheaders, water levels, and drainage ditches that were eroded...
In the context of increasingly harsh and unpredictable natural disasters, the Ministry of Construction has issued many directives, telegrams, and directives to improve quality, tighten discipline and responsibility in construction investment management, including:
Require consulting agencies to strengthen inspection and urging project implementation; enhance the responsibility of the head of the investor and the Project Management Board in managing and operating all activities of organizations and individuals throughout the project implementation process; at the same time, have strict sanctions to handle contractors who violate quality.
Require investors, project management boards, and supervision consultants to strictly control the quality of each project item in compliance with design documents, technical instructions, and current regulations, not to let errors or construction work that does not ensure quality.
The Ministry of Construction always identifies the quality of the project as the top priority factor; absolutely do not trade for quality to follow progress, do not relax quality control.
The Ministry has directed units to strictly manage the quality of works from the survey, design stage to construction and acceptance, specifically: Design documents are prepared and inspected by consulting units that meet capacity and experience; appraisal and approval work is strictly implemented, fully complying with current technical standards and regulations.
The contractors are selected in accordance with legal regulations, ensuring that they meet the requirements of capacity; the construction process is closely supervised by supervision consultants, investors as well as the State Inspection Council for construction acceptance organizes inspections of design documents, construction organization work at the site during periodic inspections and before completion and putting the project into operation.
In addition, at some projects, especially highway projects, independent inspection consultants have conducted parallel inspections during the construction process, in order to strengthen quality control and promptly overcome shortcomings, ensuring that they meet technical requirements.
In response to voters' opinions, the Ministry of Construction will continue to research, advise, and improve construction laws in the direction of increasing the responsibility of entities in the management of construction quality and labor safety management in construction; directing affiliated specialized agencies and localities to strengthen inspection and supervision of construction quality, especially before the annual storm season.
