Vinh Long voters reflected that Section 2, Appendix II of Circular No. 11/2021/TT-BXD dated August 31, 2021 of the Ministry of Construction stipulates that the cost of temporary houses for living and construction management is determined by a percentage (%) multiplied by direct costs.
However, the percentage rate (%) according to this regulation for projects with a total investment of over 1,000 billion VND is relatively high (for example: For works along the route, it is 1.7% equivalent to about 17 billion VND; for the remaining works, it is 0.85% equivalent to 8.5 billion VND).
In fact, there are currently many projects with a total investment of over 1,000 billion VND, so the cost of temporary houses for living and adjustment equivalent to about 17 billion VND is very large, not close to the actual cost of building temporary houses. Therefore, it is recommended that the Ministry of Construction consider and adjust accordingly.
After studying, the Ministry of Construction responded as follows:
The cost of temporary houses for living and construction management is part of the indirect cost in the construction cost estimate.
Construction investment costs are determined according to the provisions of Circular No. 11/2021/TT-BXD as the basis for making estimates and selecting construction contractors; based on capacity conditions, each contractor can propose bidding prices to ensure competitiveness.
The Ministry of Construction acknowledged the comments of voters in Vinh Long province on the field of construction investment cost management.
Regarding the content of reflecting on the cost of temporary houses for living and construction management, the Ministry of Construction will study, evaluate, and synthesize opinions from localities and hope that the National Assembly Delegation of Vinh Long province will inform voters, relevant agencies, units, and individuals in the locality to continue to provide more specific information on this content to the specialized units of the Ministry of Construction to have a basis for research, consideration, and adjustment if necessary.
