The Ministry of Construction has just issued Official Dispatch No. 11392/BXD-KHTC dated July 22, 2026 to the Committee for Petitions and Supervision of the National Assembly and the Delegation of National Assembly Deputies of Hanoi City, responding to the recommendations of Hanoi City voters sent after the First Session of the 16th National Assembly related to the planning of Noi Bai International Airport.
According to the Ministry of Construction, voters reflected that the Noi Bai International Airport Project was approved in Decision No. 590/QD-TTg dated May 20, 2008 of the Prime Minister, but so far the planning project has not been implemented to collect local opinions, has not determined the scope of planning boundaries, has not planted landmarks for management as well as carried out the next steps to implement the plan.
According to voters' reflections, this situation greatly affects people's lives, social infrastructure works, works serving people's livelihoods and housing within the planning scope because many areas are degraded but have not been invested in construction, and there is no relocation plan.
Voters proposed that the Ministry of Construction soon complete, appraise and approve the planning to serve as a basis for land management and construction order.
Answering the proposal, the Ministry of Construction said that, implementing Decision No. 655/QD-TTg dated July 16, 2024 of the Prime Minister on the Plan to implement the Overall Plan for the development of the national airport system for the period 2021-2030, vision to 2050, the Ministry has approved the task of developing the Noi Bai International Airport Plan for the period 2021-2030, vision to 2050 in Decision No. 1958/QD-BXD dated November 6, 2025 and assigned specialized agencies to organize the planning in the period 2025-2026.
Due to the importance of Noi Bai International Airport in the context of limited planned land fund, the Ministry of Construction has assigned the Civil Aviation Authority of Vietnam and Vietnam Airports Corporation to study and select an international consulting unit to develop a detailed plan to optimize the land fund, improve operational efficiency and meet the socio-economic development needs of the Capital region.
To date, the international consulting unit is completing the initial report, which has proposed a number of planning options to ensure the development capacity of Noi Bai International Airport according to the orientation capacity.
According to the Ministry of Construction, after consulting and completing the research options, it is expected that in August 2026, the Ministry will organize working sessions and seek opinions from the Ministry of National Defense and the Hanoi People's Committee to ensure the feasibility of the planning option.
Based on the unanimous opinions of the agencies, the Ministry of Construction will direct units to urgently complete the planning dossier, implement procedures to collect opinions from ministries and sectors, submit for appraisal and approval according to regulations and strive to complete it in 2026.
After the detailed plan of Noi Bai International Airport for the period 2021-2030, with a vision to 2050, is approved, the Ministry of Construction will coordinate with the Hanoi People's Committee to determine the airport boundary for management according to regulations.
