Cao Bang voters recommended that the Ministry of Construction consider allocating investment resources to soon implement the project, synchronously constructing a connecting road axis from Hoa Thuan town (now Phuc Hoa commune) to Ta Lung border gate, a section of National Highway 3 about 3km long.
Current status: road surface is 7m wide, sidewalks on each side are 1m. Orientation according to the plan: according to the planning for the construction of the Cao Bang Border Gate Economic Zone until 2040 and the Ta Lung Border Gate Zoning Plan, this road section has been planned with a 75m wide road cross-section, the orientation for the construction of phase 1 will have a road surface width of 35m (asphalt road surface of each lane is 2x10.5m wide; sidewalk is 2x6m wide)".
After studying, the Ministry of Construction responded as follows:
On April 16, 2025, the Ministry of Finance issued Decision No. 1371/QD-BTC on transferring decentralized road infrastructure assets from the Ministry of Construction to the People's Committee of Cao Bang province for management according to regulations, including National Highway 3 in the province.
According to the provisions of the Road Law, the People's Committee of Cao Bang province is responsible for managing, investing and maintaining National Highway 3, so it is recommended that the National Assembly Delegation of Cao Bang province forward the voters' petition to the People's Committee of Cao Bang province to study and balance capital sources and soon invest in the project; the Ministry of Construction will closely coordinate in the process of implementing the project investment.
