On the Government Information Portal, Ms. L.T.Q in Da Nang said that she wants to buy social housing but has difficulty determining income conditions. She asked, what is your actual monthly income? How to determine and calculate the actual monthly income?
Ms. Q said that she used the 12-month salary table from July 2024 to June 2025 as the basis for determining her income.
In July 2024 - June 2025, the regular monthly salary is 10,879,110 VND, including 3 basic salary items: 7,792,200 VND, public service allowance: 1,948,050 VND, additional salary: 1,138,860 VND.
However, in January 2025, the total income was 33,940,787 VND. In which, January 2025 salary: 10,879,110 VND, after-hours pay for the whole year of 2024, one-time payment in January 2025: 7,461,677 VND; bonus for the title of good task completion in 2024: 7,000,000 VND; State budget collection support in 2024: 5,500,000 VND; salary from the 4th quarter of 2024: 3,100,000 VND.
So, the actual monthly income received is the amount of money received regularly over the months (excluding social insurance of VND 10,879,110), or the highest monthly amount (VND 33,940,787), or is the average amount of all income in the above 12 months?
Regarding this issue, the Ministry of Construction said:
Clause 1, Article 30 of Decree No. 100/2024/ND-CP dated July 26, 2024 of the Government detailing a number of articles of the Housing Law on the development and management of social housing stipulates income conditions as follows:
"For subjects specified in Clauses 5, 6 and 8, Article 76 of the Housing Law, the following income conditions must be ensured:
In case the petitioner is a single person, the actual monthly income must not exceed 15 million VND as calculated in the Salary and Salary Table confirmed by the agency, unit, or enterprise where the subject works. In case the plaintiff is married according to the provisions of law, the plaintiff and his/her wife (husband) with a total monthly income shall receive no more than 30 million VND in equity according to the Salary and Salary Table confirmed by the agency, unit, or enterprise where the subject works.
The time to determine income conditions is for 01 consecutive year, starting from the time the subject specified in this clause submits a valid dossier to the investor to register to buy or rent-purchase social housing".
Based on the above provisions, the income condition for purchasing social housing is that the actual monthly income received is not more than 15 million VND for single single petitioners and not more than 30 million VND for married petitioners according to the provisions of law. This income is calculated according to the salary table for 01 consecutive year from the time the person in need submits the application for social housing purchase to the investor.
