Lao Cai voters reflected that in the process of merging provinces and communes and operating the two-level local government model, many cadres and civil servants have worked far from home and in remote areas.
Voters requested the Ministry of Construction to promptly advise the Government to amend and supplement Decision No. 11/2024/QDTTg dated July 24, 2024 of the Prime Minister on area standards and equipment norms for civil servants' housing, investment standards, and subjects of public housing in accordance with the situation after the arrangement of administrative units, especially for cadres and civil servants working long-term in remote areas, border areas, to soon stabilize living conditions and ensure work for cadres after the arrangement.
Regarding this issue, the Ministry of Construction would like to respond as follows:
Regarding the regulations on area standards and equipment norms for civil housing furniture for cadres and civil servants working long-term in remote areas, border areas, Clause 5, Article 5 of Decision No. 11/2024/QDTTg stipulates:
Cadres, civil servants, public employees, teachers, doctors and medical staff who are mobilized and rotated to work in remote communes, areas with particularly difficult socio-economic conditions, border areas, and islands are arranged to rent houses to ensure the requirements according to Point d, Clause 1, Article 3 of this Decision, including:
The usable area ranges from 24 m2 to 48 m2;
The maximum cost of interior equipment for public housing specified in this clause is 60 million VND.
Therefore, the area standards and equipment norms for civil housing furniture for cadres and civil servants working in remote, isolated and border areas have been stipulated in Decision No. 11/2024/QDTTg.
Regarding the public housing policy for cadres, civil servants and public employees after the arrangement of administrative units: On July 22, 2025, the Prime Minister issued Decision No. 1581/QD-TTg on the plan to continue perfecting the organization of the political system and preparing for Party Congresses at all levels.
The Government assigned the Ministry of Construction to issue guidelines for implementing the public housing policy for cadres, civil servants and public employees who have to move after the arrangement of administrative units.
On August 4, 2025, the Party Committee of the Ministry of Construction issued Official Letter No. 231-CV/DU to the Government Party Committee, in which it proposed reporting to competent authorities to allow the Prime Minister to issue a policy to expand the subjects of public housing rental to cadres, civil servants and public employees in localities subject to administrative unit arrangement.
