The Ministry of Construction has just issued Official Letter No. 12611/BXD-CDBVN to the Hanoi People's Committee regarding the settlement of recommendations related to the investment project to build Ring Road 4 in the Hanoi Capital Region.
Accordingly, the Ministry of Construction received a petition from the Hanoi People's Committee with the following content:
"Regarding the source of materials for the construction of Component Project 3 of the Ring Road 4 - Hanoi Capital Region Project: Propose to the National Assembly Standing Committee to allow the contractor to construct Component Project 3 to continue not to have to carry out procedures for granting a Mineral Exploitation License for common construction materials in the Construction Materials Survey Document for the Project as prescribed in Resolution No. 56/2022/QH15 dated June 16, 2022 of the National Assembly, the time allowed to apply is until the completion of the project's construction".
Regarding this issue, the Ministry of Construction responded as follows:
The investment project to build Ring Road 4 - Hanoi Capital Region (abbreviated as the Project) was approved by the 15th National Assembly in Resolution No. 56/2022/QH15 dated June 16, 2022 on investment policy; The Government issued Resolution No. 106/NQ-CP dated August 18, 2022 to implement Resolution No. 56/2022/QH15 dated June 16, 2022 on investment policy (Hanoi People's Committee and People's Committees of Hung Yen and Bac Ninh provinces are the investment managers).
Accordingly, the project is organized and implemented according to 07 component projects, including: 03 compensation, support and resettlement projects; 03 investment projects to build parallel roads (urban roads) under the form of public investment and 01 project to invest in the construction of highways under the public-private partnership method (this is Component Project 3 mentioned above by the Hanoi People's Committee).
Regarding the content of materials for construction for Component Project 3 as proposed by the Hanoi People's Committee, the Government has promptly handled and resolved it when issuing Resolution 66.4/NQ-CP dated September 21, 2025 on specific policies and mechanisms to remove difficulties in implementing the 2024 Law on Geology and Minerals. Up to now, the Investors, Project Enterprises and contractors currently implementing there are no more problems.
