Ministry of Health answers questions from population officials about job positions

The Ministry of Health has just responded, providing information about job positions and regulations for considering promotion for civil servants.

Sending a question to the Ministry of Health, reader T.D. N asked: "In 2013, I was recruited as an accountant at the District Population - Family Planning Center, rank code 06a. 031. In 2017, I was transferred to Population Officer rank IV, code V.08. 10. 29. July 2025, I completed my university program, majoring in public health.

Please ask, am I transferred from Population Officer rank IV to Public Health rank III? If so, do I have to wait for the promotion project of the Department of Health?

Regarding this issue, the Ministry of Health answers as follows:

On December 7, 2023, the Government issued Decree No. 85/2023/ND-CP amending and supplementing a number of articles of Decree No. 115/2020/ND-CP dated September 25, 2020 on recruitment, use and management of public employees. For considering promotion for public employees specializing in health from rank IV to rank III, it shall be implemented according to the provisions of Clause 2, Article 32 of Decree No. 115/2020/ND-CP (amended and supplemented in Clause 16, Article 1 of Decree No. 85/2023/ND-CP) specifically as follows:

For rank V and rank IV civil servants, promotion to a higher job title is considered if they are working in a job position suitable for the job title being considered and meet the standards and conditions for consideration according to the provisions of Clause 1 of this Article".

Public Health rank III titles specified in Joint Circular No. 11/2015/TLT-BYT-BNV dated May 27, 2015 regulating codes, professional title standards for public health and amended and supplemented in Circular No. 03/2022/TT-BYT dated April 26, 2022 of the Minister of Health amending and supplementing a number of regulations on professional title standards for specialized health workers are titles without adjacent lower ranks (no professional title rank IV).

Therefore, civil servants currently holding the title of Population Officer rank IV, if they meet the standards and conditions and are arranged to work in the job position of the public health title rank III, they are considered for transfer to the public health profession rank III according to the provisions of the Law on Civil Servants and Decree No. 115/2020/ND-CP (amended and supplemented in Decree No. 85/2023/ND-CP), the salary ranking at the new job position applies according to the guidance in point b, clause 2, Section II of Circular No. 02/2007/TT-BNV.

The consideration of promotion to professional titles of civil servants is carried out according to the regulations of the competent agency managing civil servants.
