The project was started in hamlet 24, An Xuyen ward, Ca Mau province in a solemn atmosphere, with the participation of many leaders, former leaders of the Party and State, along with leaders of central departments, ministries, branches, armed forces generals, Vietnamese Heroic Mothers, People's Armed Forces Heroes, leaders of Ca Mau province through various periods, and people inside and outside the province.

Speaking at the ceremony, Chairman of Ca Mau Provincial People's Committee Lu Quang Ngoi said that the construction of the Memorial Temple aims to deeply express gratitude to heroic martyrs and people with meritorious services - those who sacrificed and contributed for the independence and freedom of the nation and the peace of the people. The project is identified as a "project of gratitude", with the meaning of long-term revolutionary tradition education for generations.

According to the plan, the Memorial Temple is built on an area of 2.7ha, in the total land area of 8.9ha, including the main items: central memorial temple; long-walled stele recording the names of about 40,000 martyrs and people with meritorious services; traditional house; reception house; sculptural space; internal courtyard system, flower gardens and green trees and synchronous technical infrastructure.

The total estimated investment is about 323 billion VND, implemented in the form of socialization from funding from businesses, organizations, and individuals inside and outside the province; the maximum implementation time is 3 years (2026–2028). Along with that, Ca Mau province invests in technical infrastructure items connected by state budget funds to ensure synchronicity, convenience and sustainability for the project.

Leaders of Ca Mau province called on the business community, organizations, individuals, and philanthropists inside and outside the province to continue to join hands to support and contribute resources for the project to be completed soon, becoming a red address for traditional education, a symbol of gratitude to heroic martyrs and people with meritorious services in the southernmost land of the Fatherland.
