The conference took place right in the working session on the first day of the year after the Binh Ngo Lunar New Year holiday 2026, showing the proactive and drastic spirit of the Provincial Party Committee in leading and directing the implementation of political tasks right from the beginning of the year. The conference was chaired by Provincial Party Secretary Nguyen Ho Hai, with the participation of comrades in the Standing Committee, Provincial Party Committee Executive Committee and leaders of departments, agencies, and sectors.
At the conference, the Provincial Party Committee Executive Committee discussed and gave opinions on many important contents such as the action program to implement the Resolution of the 14th Party Congress; the implementation plan of the Provincial People's Committee; the program to implement Resolution No. 80-NQ/TW of the Politburo on developing Vietnamese culture; evaluating and ranking the quality of the Provincial Party Committee in 2025; reporting on the organization of Tet Nguyen Dan Binh Ngo 2026 activities in the province.
Among them, the two contents focused on discussion and decision by the conference are the Action Program to implement the Resolution of the 14th Party Congress and adjusting the Planning of Ca Mau province for the period 2021–2030, with a vision to 2050.
The conference highly agreed with the Action Program of the Provincial Party Committee Executive Committee to implement the Resolution of the 14th Provincial Party Congress. The Provincial Party Committee requested subordinate Party committees, the Fatherland Front and socio-political organizations to thoroughly grasp the Resolution, concretize it into programs and plans suitable to local practices, associated with the implementation of the Resolution of the 1st Provincial Party Congress, term 2025–2030.
The implementation must ensure "6 clarity": clear people, clear tasks, clear time, clear responsibilities, clear products, clear authority; and at the same time strengthen inspection, supervision, preliminary and final reviews to promptly remove difficulties and obstacles, and bring the resolution into life soon.
Regarding the adjustment of the Planning of Ca Mau province for the period 2021–2030, vision to 2050, the conference identified this as a strategic task, creating a foundation for long-term development. The plan is adjusted in the direction of shifting the growth model based on science and technology, innovation, digital transformation and green transformation; rapid but sustainable development, not trading off the environment for economic growth.
The plan identifies the marine economy, clean energy and processing industry as pillars; taking people, environment and institutions as the foundation for breakthroughs. Notably, the province proposes the development model "1 dynamic axis - 2 economic corridors - 3 economic regions - 4 development poles", supplementing the sea encroachment industrial zone in Dat Mui commune associated with Hon Khoai dual-use port, along with strategic transport infrastructure projects.
The conference voted to approve the Resolution of the 4th Conference with high consensus, showing the political determination of the Provincial Party Committee in bringing Ca Mau into a new stage of development.
