According to statistics from the Management Board of Investment and Construction Projects for Agricultural and Rural Development Works - currently many large flood drainage projects in the province are trying to race to complete ahead of schedule to solve this situation.
Projects to build new, renovate and upgrade urban traffic routes have caused a difference between the construction foundation and the road surface; the rainwater drainage network in some areas has degraded, not been invested synchronously, not dredged regularly, many villages are in the basin and valley areas, so natural drainage is slow.
Along with that, due to the awareness of a part of the population illegally building works and houses, leveling, encroaching on streams, ponds, lakes, littering streams, culverts and going out onto the road, leading to clogging of drainage gates on the road, causing flooding during heavy and prolonged rain.

In the Project to urgently handle local flooding at Bo An village bridge, residential area of group 11 and group 1, To Hieu ward, in the past, 17/18 households encroaching on the stream bed and stream embankment have complied with the payment and handover of the site.
Currently, only Mr. Nguyen Duc Hop's household in Group 3, Chieng Coi ward, with a total reclaimed area of 419.4m2, did not comply with the land recovery decision.

On June 11, the People's Committee of Son La city (now To Hieu ward) carried out land recovery enforcement and forced the implementation of remedial measures to hand over the site to implement the project to urgently handle local flooding in the area on time.
The leader of To Hieu ward informed: " Enforcement is the last resort when the person whose land is recovered does not agree to hand over the land to implement the project. Currently, the enforcement area has cleared the site and is urgently constructing to keep up with the project's progress.
In addition, many households also rented out land to gather materials, dismantled encroachment works to drain floodwaters, cut down trees, crops... to serve the flood drainage project in Chieng Sinh and To Hieu areas because everyone understands that if the project is not completed soon, many residential areas will continue to face the risk of flooding this rainy season".

In Yen Chau commune, the 2.4km-long Vat stream embankment project, with a total cost of 120 billion VND, has been completed and put into use to ensure safety during prolonged floods, stabilize the lives of people on both banks of the stream, and form a flood drainage network in the area.
Ms. Hoang Hai Yen (sub-zone 3, Yen Chau commune) excitedly said: "Before there was a stream embankment, every heavy rain, the rice and crops of the people were flooded, and the fish ponds were swept away.
Since the project was completed, there is no longer a worry about flooding, harvesting rice to avoid flooding when the rainy season comes, creating a beautiful landscape for the locality".

According to the record, the Phieng Nghe village area, Chieng An ward has been in a state of localized flooding for the past few days, seriously affecting the lives and activities of dozens of households.
Previously, Son La province deployed and implemented the Investment Project to build a flood treatment project in Phieng Nghe village to urgently resolve the problem of flooding, including the following items: Waterway tunnel and tunnel body.
According to the report of the Management Board of Investment and Construction Projects for Agricultural and Rural Development Works, up to now, the construction unit is actively drilling flood drainage tunnels and canals. Currently, the service roadbed has been completed, implementing 30% of the planned volume.

Mr. Vu Van Chung, an engineer at Sy Ha Tay Bac One Member Co., Ltd., said: "The geological infrastructure of the flood drainage tunnel is weak, many sections are very difficult to construct. Currently, the unit has focused on human resources and construction machinery to speed up the project's progress".
