Politburo Member, Standing Deputy Prime Minister Pham Gia Tuc has just signed Official Dispatch No. 56/CD-TTg dated August 21, 2026 of the Prime Minister on ensuring traffic order and safety (ATGT) for automobile transport business activities.
In the telegram, the Prime Minister assigned the Ministry of Public Security to direct the Police of units and localities to maintain the peak state of patrolling, controlling, and handling violations to become regular daily work; strengthen inspection and handling of violations against road transport activities.
Strengthen the exploitation of data from journey monitoring devices, driver image recording devices, and journey cameras to serve management; focus on strictly handling violations in accordance with the law (including the revocation of vehicle badges, transport business licenses of transport business units), especially violations of business conditions for automobile transport by vehicle owners, car companies, drivers carrying large volumes of people, 2-story sleeper passenger cars;
Directing the investigation and clarification of the causes of traffic accidents, handling violations according to regulations; when detecting shortcomings and inadequacies in the specialized management field, promptly propose competent authorities to consider, handle, and overcome them;
Preside over and coordinate with the Ministry of Construction to research and evaluate criteria for passenger transport businesses on roads to move towards quality and safety ranking plans...
The Ministry of Construction reviews regulations on road transport activities, standards, technical regulations for vehicles, vehicle inspection work and related regulations to adjust, amend, and supplement, in the direction of strictly managing subjects, types of transport business, vehicle registration work, improving vehicle identification capacity (especially cargo trucks, large-volume passenger cars, 2-story sleeper passenger cars... ) when participating in traffic at night or in limited visibility conditions.
Strengthen solutions to balance sleeper bus body with high center of gravity; expand space and emergency exits for large-volume passenger vehicles; strengthen requirements and guidance on emergency response and escape skills on passenger cars and traffic accident prevention; overcome some loopholes and shortcomings in state management of road transport activities, ensuring compliance with reality and traffic safety requirements.

Strictly handle transport units that violate regulations on road transport activities according to their authority, especially the situation of passenger transport business vehicles under contract "operating disguised as fixed-route passenger transport business vehicles".
