The arrangement and assignment of civil servants must be carried out seriously, cautiously, scientifically and closely; ensure democracy, impartiality, objectivity, and have specific criteria, and must consider the entire working process and contributions of civil servants; because the work requires the arrangement of civil servants to take on responsibilities appropriately to maximize the capacity and strengths of civil servants.
The selection, arrangement and assignment of civil servants in leadership and management must be based on professional qualifications, capacity, strengths, reputation, work experience, products recognized with outstanding achievements and annual civil servant assessment results and in accordance with the functions and tasks of the new organization to ensure inheritance and development. Civil servants must comply with the decision according to the arrangement plan of the Party Committee and the leaders of the agency or unit.
The People's Committee of Hai Duong province requires the arrangement and assignment to comply with the regulations of the Party, the legal policies of the State, the instructions of the Central and the province, ensuring the building of a team of civil servants and managers at the department level with qualities and abilities to meet the requirements and tasks of each agency and unit in the new period.
The process of organizing and implementing the arrangement must ensure objectivity, democratic fairness, and not affect the regular operations of agencies and units. At the same time, promote propaganda and mobilization work so that civil servants and managers at the department level clearly understand their responsibilities and voluntarily comply with the assignment and arrangement plan. At the same time, do a good job of political and ideological work in the process of streamlining the apparatus.
