Recently, at Bach Long Vy port, Bach Long Vy Border Guard Station (under Hai Phong Border Guard) in coordination with Coast Guard Station Region 1 organized propaganda for 357 fishermen working at 50 ships on combating illegal, unreported and unregulated (IUU) fishing.
At the propaganda session, 425 leaflets designed to be lively, accessible, and memorable were distributed to fishermen. The contents in the leaflets include contents related to IUU, summarizing what fishing vessel owners and fishermen operating at sea need to remember and implement such as: Must have a license according to regulations; vehicles need to hang the Vietnamese flag when operating at sea; actively participate in protecting sea and island sovereignty, maintaining security and order at sea and some other contents.
The organizing unit also propagated prohibited acts in fishing activities such as: Destruction of aquatic resources, aquatic ecosystems, areas where aquatic products are still young and concentrated; unlicensed fishing, illegal fishing in waters under the management of regional, national and territorial fisheries management organizations. Through the propaganda session, vehicle owners have committed that in the process of fishing at sea, they will not violate IUU regulations.
Deputy Director of the Department of Agriculture and Environment Vu Ba Cong said that thanks to promoting propaganda, the awareness and qualifications of officials and civil servants in performing tasks have been improved, followed by changes in thinking and compliance awareness of fishermen. Previously, fishermen did not have the habit of recording fishing logs at sea, but now this has been overcome. The number of fishing vessels violating IUU fishing has decreased significantly.
In the coming time, the Department will coordinate with the City Police, Coast Guard forces and communes, wards, and special zones to continue to propagate the fisheries law, the EC's recommendations, especially Resolution No. 04 dated June 1, 2024 of the Council of Judges of the Supreme People's Court on guiding a number of provisions of the Penal Code for a number of violations of IUU.
At the same time, strengthen close supervision of fishing vessels and strengthen patrols at sea; continue to guide fishing vessel owners to complete dossiers to be issued with documents according to regulations.
On the other hand, urge fishing vessel owners to contact registration facilities to extend registration according to regulations; closely monitor seafood output through ports, trace origins on electronic seafood traceability software (eCDT).
Hai Phong currently has a total of 788 fishing vessels (with a length of 6m or more) managed by the city, 100% of the vessels have been cleaned of data, checked on VNeID and updated to the national fisheries management software system VN-Fishbase and licensed for seafood exploitation. 274 key offshore fishing vessels (from 15m or more) have installed journey monitoring equipment, reaching a rate of 100%.
From December 20, 2024 to December 1, 2025, the city's functional forces promptly detected and carried out administrative violations against 183 violations with a total fine of over 2.655 billion VND, showing strictness in law enforcement.
