Right in the initial phase of piloting low-emission zones, Hanoi City has arranged many transfer points, parking lots, public bicycle stations and increased bus routes in Ring Road 1 area to reduce personal vehicles and encourage people to use public transport.
To implement the plan, the Hanoi Department of Construction has issued a notice adjusting traffic organization, guiding traffic diversion plans, and arranging parking points, public passenger transport by bus, public bicycle stations and transit parking lots connected to the public transport system to serve phase 1 of the pilot program "Low emission zones in Ring Road 1, Hanoi City".
According to the proposed plan, based on organizing traffic diversion and restricting vehicle traffic in the area, the Hanoi Department of Construction has reviewed and summarized the system of vehicle parking points according to each route to meet the parking needs of people, and at the same time create favorable conditions for choosing suitable parking locations.
As of June 25, 2026, the Hanoi Department of Construction has coordinated with the People's Committees of relevant wards to review and arrange 220 parking lots and parking points to serve the pilot phase.
In addition, the pedestrian street space of Hoan Kiem Lake continues to be maintained according to the plan to deploy a low-emission zone in Ring Road 1. At the same time, Hanoi City also plans to arrange 10 transit parking lots for people to park and continue their journey by public transport.
In addition to the parking system, Hanoi City also arranges 44 public bicycle stations with a total of 456 vehicles in the central area to support people's short-distance travel needs. Public bicycles are expected to become an effective means of connecting parking lots, transfer points and bus networks.
Arranging parking lots, transfer points, public bicycle stations along with strengthening public passenger transport are key solutions Hanoi is implementing in the initial pilot phase of low-emission zones in Ring Road 1.
