On October 24, the People's Committee of Can Tho City issued a document on organizing the implementation of the direction of the Standing Committee of the City Party Committee on strengthening leadership and direction of public investment disbursement in 2024.
Accordingly, Chairman of Can Tho City People's Committee Tran Viet Truong assigned Department Directors, Heads of agencies, sectors, Chairmen of District People's Committees, investors and related units, based on the scope of functions and tasks prescribed by law, to thoroughly and effectively implement the requirements, tasks and solutions to promote the disbursement of public investment capital in 2024, considering this a top important political task.
Units focus on reviewing and evaluating the disbursement capacity of each project, especially key projects that account for a large proportion of capital according to the 2024 capital plan. Synthesize the additional capital needs of the projects and research, advise and propose to the City People's Committee a plan to adjust the capital plan from slow-disbursement projects to projects with good disbursement capacity that are lacking capital according to regulations, ensuring the disbursement of all assigned capital.
Timely commend and reward organizations, individuals and units that achieve good results in disbursing public investment capital. Promote the sense of responsibility, directly as the head of the Party Committee, responsible for leading and directing the disbursement of public investment capital in 2024 and the site clearance of projects according to assigned authority and tasks.
The Chairman of the People's Committee of Can Tho City also assigned the Director of the Department of Planning and Investment to preside over and coordinate with the Head of the agency, Director of the State Treasury of Can Tho, and relevant units to monitor and urge investors to speed up the progress of works and projects and to pay, settle capital, refund advances, and immediately improve the city's disbursement rate.
Requesting the Chairman of the People's Committee of districts and relevant agencies to focus on site clearance for projects and works, especially key national projects in the area and of the city; urgently complete compensation and resettlement support work, overcome the problem of slow site handover, and promptly hand over the site according to the direction of competent authorities and on schedule.
