At the conference, Mr. Le Cong Ly - Standing Vice Chairman of Can Tho City People's Committee - briefly reported on the process of drafting the Government's Decree stipulating mechanisms and policies for the development of Can Tho City. At the same time, he suggested and oriented the main contents and issues to focus on discussion.
In which, focusing on 6 groups of issues, the focus is on deciding on the option of applying mechanisms and policies as a basis for completing the draft Decree.
The first group focuses on the necessity and scope of mechanisms and policies; The second group is the clauses that still have different opinions; The third group focuses on financial and budgetary mechanisms and resource mobilization; The fourth group discusses the direction of preparing conditions for Can Tho to be recognized as a special economic zone in the next phase;
The fifth group considers the urgency and priority order of specific policies, including the Mekong Delta Regional Agricultural Linkage Center; The sixth group focuses on ensuring implementation conditions, transition mechanisms for plans, programs, projects being implemented and the preparation of resolutions and decisions to be issued when the decree takes effect.
After the Conference, the Department of Finance will take the lead in summarizing, receiving, and fully explaining the opinions, completing the draft Decree, and reporting to the Standing Committee of the City Party Committee before submitting it to competent authorities.
Through studying the draft, delegates found that there are many new mechanisms on planning, land, urban development, industrial parks, logistics, attracting strategic investors and production, processing, and consumption linkage centers for agricultural products in the Mekong Delta region. These are contents directly related to the investment environment and the ability to mobilize social resources for city development.
On that basis, delegates contributed many opinions related to planning and land fund preparation; the transition from developing each project to developing an integrated ecosystem; issues related to strategic investors and project implementation mechanisms.
Concluding the conference, Mr. Nguyen Tuan Anh - Deputy Secretary of the Can Tho City Party Committee proposed that relevant agencies and units continue to summarize, research, review and complete dossiers, ensuring that the proposed contents are in accordance with regulations, have practical basis and meet the development requirements of the City.
At the same time, to complete the draft Decree as well as policies related to the development of Can Tho City, the Deputy Secretary of the City Party Committee hopes to continue to receive comments from departments, branches, and businesses in the coming time.
