To proactively respond and minimize damage caused by the impact of high tides in late August and September of the lunar calendar, the City People's Committee requested the Can Tho City Hydrometeorological Station to continue monitoring and continuously updating information on weather and hydrological conditions; to have early, timely and accurate forecasts of peak tide levels, developments of rain and floods to provide to the City Steering Committee for Disaster Prevention and Control, People's Committees of districts and mass media.
The City Police increased forces and means to regulate traffic, proactively develop plans to handle traffic incidents and ensure traffic safety for people and vehicles traveling through deeply flooded roads and intersections.
The Department of Transport coordinates with relevant agencies and units to inspect all sections and routes of national highways and provincial roads that are flooded throughout the city. In case of deep flooding, unsafe for people and vehicles, temporary road closure measures will be implemented.
The Department of Education and Training shall preside over and coordinate with the People's Committees of districts and towns to immediately implement measures to prevent drowning during the flood season, especially ensuring the safety of children and students such as organizing safe childcare centers and picking up and dropping off students during the flood season.
In particular, Ninh Kieu district organizes inspections of roads, especially manhole covers on sidewalks and roads to avoid dangerous deep holes, ensuring the safety of people's lives; when the tide goes down and the water recedes, organizes inspections and garbage collection at drainage manholes and water intakes to ensure that water drains easily and quickly, without stagnation, and soon brings the traffic system back to normal.
For the remaining districts, the People's Committees of districts shall organize inspections, promptly detect and handle from the first hour any damage to the dike and embankment systems, especially the dike and embankment routes in the upstream districts and the islands on the Hau River.
The Standing Committee of the Steering Committee for Disaster Prevention and Control and Search and Rescue of sectors and localities organizes 24/7 duty during high tides, floods and storms to monitor and grasp all situations related to natural disaster prevention and control in the areas under their management.
According to the urgent bulletin warning of the risk of high tides combined with upstream floods in the Mekong Delta in the second half of September 2024 (bulletin No. 05) dated September 13, 2024 of the Southern Institute of Water Resources Planning, there is an assessment as follows: "The water level at Can Tho station exceeds alarm level III during the high tide combined with upstream floods from September 19 to 22, 2024; the flood peak at Can Tho station is forecast to reach 2.05 - 2.15m (>BDIII 0.05 - 0.15m). In the extreme case at the time of high tide combined with rising tides, there are additional unfavorable weather factors such as heavy rain and strong winds, the flood peak in Can Tho City may be 5 - 10 cm higher than the above assessment".
According to the forecast and warning bulletin of the Can Tho City Hydrometeorological Station, the hydrological situation is assessed as follows: “From September to November 2024, the highest water level on the Hau River and canals in Can Tho City will be affected by tides combined with floods from upstream. The highest daily peak water level during high tides is approximately BDIII and 20 - 30cm higher than BDIII (2.0m). During high tides, high water levels cause widespread flooding on low-lying roads and riverside roads in the inner city of Can Tho City”.
