Need to determine the roadmap for nuclear power development in Ninh Thuan

Ninh Thuan – Local authorities recommend determining a roadmap for nuclear power development to avoid wasting investment resources in human resources and land.

On November 13, the People's Committee of Ninh Thuan province said it had sent its opinion on nuclear power development to the Ministry of Industry and Trade.

Previously, in early 2009, the National Assembly passed Resolution No. 41 on the investment policy of the Ninh Thuan Nuclear Power Project with a total capacity of 4,000 MW in Phuoc Dinh commune (Thuan Nam district) and Vinh Hai commune (Ninh Hai district).

However, in 2016, the National Assembly issued Resolution No. 31 to stop implementing the investment policy for the Ninh Thuan Nuclear Power Project.

According to the People's Committee of Ninh Thuan province, this policy has broken the growth and development scenarios of the province approved by the Prime Minister.

In that context, based on identifying the potential advantages of renewable energy, Ninh Thuan province has adjusted its strategy to develop renewable energy. Up to now, the province has 57 projects/3,750MW, creating a strong driving force for the province's socio-economic development.

From the implementation to the termination of the Ninh Thuan 1 & 2 Nuclear Power Plants, the Nuclear Power Management Board has built a power supply system to serve the construction of Ninh Thuan 1 Nuclear Power Plant; built an operation management area, an expert area and the headquarters of the Ninh Thuan Nuclear Power Project Management Board.

Regarding human resource training, since 2010, the Ministry of Education and Training has sent a total of 323 students to study majors related to nuclear power at universities in the Russian Federation. Of these 323 students, 87 are from Ninh Thuan province.

The Ministry of Education and Training has also worked with Japan on training human resources from university level and above for the Ninh Thuan nuclear power project, including training 100 students at Japanese universities since 2016.

In addition, Vietnam Electricity Group has also implemented a project to train human resources for Ninh Thuan 1 & 2 nuclear power plants for 31 students majoring in nuclear power.

Ninh Thuan Provincial People's Committee agreed on the need to research and develop nuclear power as proposed by the Ministry of Industry and Trade because "the addition of a type of clean, stable, strategic base energy is nuclear power".

However, Ninh Thuan is currently investing in the construction of 18 infrastructure projects at the two construction sites of Ninh Thuan 1 and 2 Nuclear Power Plants and has human resources sent for in-depth training on nuclear power in other countries.

Therefore, the locality recommends that a specific roadmap for nuclear power development be determined to avoid wasting investment resources from the state budget, land resources at the two locations for the construction of the nuclear power plant, and human resources that have been trained in-depth in nuclear power in the past.
