On December 11, at the 5th Session of the 10th Da Nang City People's Council, delegate of the Da Nang City People's Council Nguyen Thi Thu Lan participated in three groups of opinions related to the plan to use public headquarters after the merger, the progress of transition projects and the organization of the Project Management Board model in the context of the operation of local governments at two levels.

Regarding the use of surplus public offices, the delegate suggested that the City People's Committee clarify the overall plan and roadmap for the arrangement and assignment of public housing, public offices and public assets after the merger of administrative units, especially in the central area of the old Quang Nam province including Tam Thach and Tam Ky wards and the former administrative centers of the district and county.
The delegate said that voters have reflected a lot on the situation of a series of abandoned, degraded, damaged offices, even becoming places to collect garbage causing environmental pollution after nearly 6 months of operating the two-level government model. Therefore, the City People's Committee needs to soon announce the overall plan to reassure the people.
Regarding the progress of transitional projects, the delegate said that the process of transferring projects from old localities to the Regional Management Board and the City Management Board has encountered many delays in both funding and human resource allocation.
This causes frustration among voters, especially for projects that have a socialization policy, people agree to donate land and coordinate compensation but are delayed due to changes in management units. The delegate suggested that the City People's Committee direct the final handling.
In particular, many projects in the old Tam Ky city area have been delayed for too long, such as Nguyen Hoang Street, Truong Xuan market quarter... Two key projects of Quang Nam province were previously emphasized by delegates as the 7-storey technical area of the Provincial General Hospital - which has been completed for 3 years but has not yet completed the equipment bidding, to let the project deteriorate - and the Hung Vuong road upgrade and expansion project, which has lasted for many years but has not yet started construction.
Regarding the Project Management Board model, the delegate noted that the city is implementing the policy of arranging according to the industry. However, in the context of operating a two-level local government model and requiring increased decentralization to the grassroots level, the delegate proposed that the City People's Committee study and pilot the Project Management Board model in some wards and communes with many key projects and sufficient human resources, to ensure proactiveness and shorten project implementation time right in the area.

On the same afternoon, Vice Chairman of the People's Committee of Da Nang City Ho Ky Minh said that for public assets that have not been put into use, according to the process, the city still has to collect opinions from departments, branches, sectors and communes and wards to consider the needs of use at the grassroots level, as well as the ability to convert functions to serve social goals.
It is expected that in January 2026, the City People's Committee will organize a team to conduct a field inspection of all public assets in wards and communes, especially in the old Tam Ky city and the centers of the old districts and towns, to synthesize and report to the Standing Committee of the City Party Committee and the City People's Council in the next working session.
