The People's Committee of Cao Bang province has just submitted a document to the Prime Minister, proposing to be the investment management agency for the Bac Kan - Cao Bang Expressway Project. The project is about 87.3 km long, of which 58.75 km passes through Bac Kan and 28.55 km passes through Cao Bang province. The route starts from Bac Kan city (now in Thai Nguyen province), ends in Cao Bang city and has sections connecting to Vo Nguyen Giap street and National Highway 3.
The expressway is designed with 4 lanes, speed of 80 km/h according to TCVN 5729:2012 standards, road surface is 20.5 m wide. The entire route has many large items such as bridges, tunnels and intersections. The total estimated investment is about VND 29,893 billion, of which the section through Cao Bang is about VND 11,357 billion, the section through Bac Kan is about VND 18,536 billion.
According to the People's Committee of Cao Bang province, through experience in implementing the Dong Dang - Tra Linh expressway, the province has accumulated the capacity to implement major projects, especially trans-provincial routes with complex terrain.
Therefore, the province recommends directly managing the work in its area, and at the same time proposing to adjust the end point of the route to connect with the Dong Dang - Tra Linh expressway, creating a circular traffic axis to serve regional development.
Previously, at the working session between the People's Committee of Cao Bang province and the Ho Chi Minh Road Project Management Board (Ministry of Construction) on May 26, 2025, the two sides agreed to divide the project into two parts, assigning each province to be in charge of the route passing through their area, in which Bac Kan is the complex unit to submit to the competent authority.
In 2024, the People's Committee of Cao Bang province also approved the estimate of investment preparation tasks for the Bac Kan - Cao Bang Expressway Project (section passing through Cao Bang province) in Decision No. 529/QD-UBND of the province dated May 2, 2024.
In this decision, the Department of Transport (now the Department of Construction) was assigned the task of being the investor in the project preparation stage and selected a consulting, surveying, and preparing a pre-feasibility study report, the winning contractor was the Transport Design Consulting Corporation - JSC (TEDI).
The Provincial People's Committee has issued Decision No. 1228/QD- the Provincial People's Committee to establish an internal appraisal Council to appraise the project's pre-feasibility study report.
Entering 2025, specialized agencies are rushing to complete related documents and procedures to report to the Prime Minister for approval in the coming time.
