Storm No. 13 swept through Gia Lai province, causing heavy damage to houses, transport infrastructure, electricity, telecommunications, healthcare, education, etc. The total damage is estimated at about VND 5,900 billion.
The storm also caused the construction progress of the component projects of Hoai Nhon - Quy Nhon and Quy Nhon - Chi Thanh (under the North - South Expressway Construction Project in the East, phase 2021-2025) through Gia Lai province to be interrupted.

At the Hoai Nhon - Quy Nhon component project, Mr. Nguyen Van Hung - Director of the component project management board (Project Management Board 85, Ministry of Construction) - said that storm No. 13 interrupted construction, but the impact was not large. As of November 16, the entire project has completed about 96% of the project volume, equivalent to 67/70km of the main route.
The remaining 3km through the natural forest is stuck in procedures for changing the purpose of forest use and handing over the site late. Currently, Truong Son Corporation is mobilizing maximum human resources and construction equipment to roll the asphalt concrete pavement to keep up with the progress.
"The unit is closely following the completion and opening schedule as planned. With the current construction progress, the Hoai Nhon - Quy Nhon component project basically meets the completion date of December 19, 2025," said Mr. Hung.
According to Mr. Hung, Project Management Board 85 has issued a complete quality management process, thoroughly familiarising each technical officer, supervision consultant and construction contractor. Technical requirements and standards are strictly implemented according to the instructions of the Ministry of Construction, and preparations for handover and operation are being implemented in parallel with the construction process.

Currently, Project Management Board 85 and route management units are reviewing the system of signs, traffic lights, railings, guardrails, and drainage ditches, ensuring absolute traffic safety when the route is put into operation.
At the Quy Nhon - Chi Thanh component project, Mr. Bui Trong Lai - Director of the component project management board (Project Management Board 85, Ministry of Construction) - said that storm No. 13 caused heavy rain and prolonged power outages, causing many asphalt concrete and cement concrete stations to stop operating for a whole week.
Many local workers working at the project have taken a leave of absence to repair houses damaged by the storm, so the mobilization to the construction site has also affected the progress of the project.
"After the storm, the weather was sunny, so the construction units focused on implementing the project. We have directed the contractor to focus on construction, striverive to complete and open the project on December 19, 2025", said Mr. Lai.
Previously, on November 12, Deputy Minister of Construction Nguyen Viet Hung directly inspected the progress of the two component projects above. The Deputy Minister emphasized that contractors are not allowed to delay, must mobilize maximum human resources and equipment, speed up progress, and ensure quality and safety.
The Deputy Minister requested project implementation units to closely follow the direction of the Government and the Ministry of Construction, both ensuring progress and maintaining the quality of the project.
"The project is currently being calculated every day, any unit that does not have enough human resources and equipment must report immediately, and must not be delayed. Units must take drastic action, strictly control all items, not neglect even a small step", the Deputy Minister directed.
The Hoai Nhon - Quy Nhon component project is over 70km long, with a total investment of over VND 12,400 billion; the Quy Nhon - Chi Thanh project is over 61.7km long, of which 19.6km passes through Gia Lai province and 42.1km through Dak Lak, with a total investment of over VND 14,800 billion.
