On the afternoon of November 16, Vice Chairman of the People's Committee of A Luoi 3 commune (Hue city) Pham Thi Lieu said that there was a heavy rain in the area, many roads were deeply flooded, water flowed as if it were a waterfall falling from the mountain.
The Ho Chi Minh road section passing through the area, as well as the route from Bot Do to A Luoi 2 commune, is constantly flooded with water from the mountains, creating a strong flow, carrying the bulky golden rock and soil over the road.

Many sections were flooded almost all the way, with strong waves hitting the sidewalk, making it very difficult for vehicles to move.
In some sections, strong water flows, making it impossible for motorbikes and cars to circulate.
National Highway 49 at Km76 + 300 suffered a serious landslide, causing traffic congestion.
According to the Hue City Civil Defense Command, the cold air is causing widespread heavy rain and strong winds at sea, with the risk of flooding, landslides and severe cold from November 15 to 19.

From the night of November 14, cold air continuously added and diffused strongly to the South, causing heavy to very heavy rain in the Hue area. Rainfall is forecasted to be 300 - 600mm, in mountainous areas over 800mm.
Heavy rain is likely to be concentrated in November 17-18, posing a potential risk of local flooding, deep flooding in low-lying areas and along rivers. The temperature in the whole province will drop sharply, the highlands may drop to 15 - 17°C.
