On November 15, the Hue City Civil Defense Command said that the unit had issued a warning of an intensified cold air mass, causing widespread heavy rain, strong winds at sea, and the risk of flooding, landslides and severe cold from November 15 to 19.
From the night of November 14, cold air continuously added, diffusing strongly to the South, causing heavy to very heavy rain in the Hue area.
Rainfall is forecasted to be 300 - 600mm, in mountainous areas over 800mm. Strong winds at sea reach level 7 - 9, waves 2.5 - 4m high, dangerous for ships operating along the coast and offshore.
Heavy rain is likely to be most concentrated on November 17-18, posing a potential risk of local flooding, deep flooding in low-lying areas and along rivers. The temperature in the whole province will drop sharply, the highlands may drop to 15 - 17°C.
The Command Committee requested agencies, units and People's Committees of communes and wards to deploy response plans; ensure the safety of dams, drainage systems and irrigation works.
Localities must closely monitor the development of floods and rains, promptly notify people, especially in coastal areas, lagoons, and areas prone to deep flooding. Ships absolutely must not go to sea; aquatic cages must be inspected and safely reinforced.
The authorities also pay attention to protecting livestock during the cold spell, covering the barn, and stocking food; preparing shock forces to rescue landslides and floods, and supporting people to evacuate when necessary.
Units are required to continuously report the flood situation and promptly handle arising situations. People are advised to stay at home, limit going into deeply flooded and landslide areas and monitor weather information from official sources.
