On April 23, Project Management Board 85 (Ministry of Construction) just issued a document requesting the People's Committee of Dong Nai province and the Traffic Police Department of Dong Nai Provincial Police to support the organization of traffic diversion and regulation when putting the main route of component project 2, Bien Hoa - Vung Tau expressway phase 1 into temporary operation.
According to the plan, before April 30, 2026, the main section of component project 2, Bien Hoa - Vung Tau expressway, more than 18km long from Long Thanh intersection to the end point of the project connecting to component project 3 in Ho Chi Minh City will be put into temporary operation.
However, due to component project 1, Bien Hoa - Vung Tau expressway not being completed and the Ho Chi Minh City - Long Thanh expressway section being expanded, the organization of traffic connection to the expressway faces many limitations.
Currently, the only feasible option is to organize for vehicles to access the expressway through Bung Mon road (the road managed by Long Thanh Commune People's Committee) combined with the service road on the right side of this route, with an additional section directly connecting to the expressway.
This plan has been agreed upon by the Dong Nai Department of Construction after being assigned by the Dong Nai Provincial People's Committee to study and propose.
However, according to Project Management Board 85, Bung Mon road has a narrow cross-section, only about 9m, no sidewalks, densely populated on both sides, near Long An market, resettlement area and many schools. This is also a connecting axis to Loc An - Binh Son Industrial Park, so the traffic volume, especially heavy trucks, is often high.
Faced with limited infrastructure conditions, at the meeting on April 21, the Traffic Police Department and related units agreed that in the initial phase, only cars with fewer than 9 seats are allowed to circulate on the expressway through this connection direction to reduce traffic pressure and ensure safety.

To serve temporary exploitation, Project Management Board 85 is directing the contractor to urgently repair and re-pave the Bung Mon road surface. At the same time, fully install the system of traffic signs, prohibition signs and vehicle restrictions according to the agreed traffic organization plan.
Project Management Board 85 proposed that the People's Committee of Dong Nai province direct relevant units to strengthen propaganda to help people understand the roadmap to access the expressway from National Highway 51. At the same time, it is proposed that the Traffic Police force arrange officers and soldiers to regularly patrol, control, organize traffic diversion and regulation in the Bung Mon road area and service roads, especially during peak hours and holidays.
