The investment project to build the Hoa Binh - Moc Chau expressway, the section passing through Son La province, belongs to the CT3 expressway from Hanoi to the old Hoa Binh, Son La and Dien Bien provinces.
The route is 33.32km long, with a total investment of VND4,400 billion from the central budget and the Son La provincial budget. The project implementation period is from 2025 to 2028.
The project directly affects nearly 760 households and individuals and the total number of households expected to be resettled and newly allocated residential land is 72 households. The total area recovered for the project is about 318.3 hectares.
According to the report of the Son La Province Traffic Construction Investment Project Management Board (investor), the Hoa Binh - Moc Chau Expressway Construction Project, the section passing through Son La province, started construction in May 2025, however, the project implementation is currently facing many difficulties, especially problems in site clearance, causing the project's progress to not reach the plan.
The investor's representative said that the Hoa Binh - Moc Chau Expressway Construction Project, the section passing through Son La province, is divided into 3 component projects.
As of July 15, for component project 1 on compensation, support, resettlement, and site clearance, in To Mua commune and Van Ho commune, up to now, the locality has only started construction at 4 resettlement points. The relocation of power lines cannot be implemented due to incomplete procedures, many locations have not completed determining the origin of land and extracting cadastral maps.
Component project 2 in Van Son ward, although 10.57ha of site clearance has been basically completed, still has 7,667.2m2 of which has not approved the compensation payment dossier for arising households. The handover and adjustment of the boundary markers has not been completed, causing further progress to be interrupted.
For component project 3, although the technical design of the entire 32.3km route has been approved, the selection of contractors for construction and supervision has not been completed due to slow preparation and appraisal of estimate documents. The inspection of the current status of the new project is only in the coordination phase between the contractor and the supervision consultant.
On July 16, speaking with reporters, Mr. Dang Ngoc Hau - Vice Chairman of Son La Provincial People's Committee said that the Project Steering Committee had directly worked with Van Ho and To Mua communes on the progress of site clearance for the above project.
The People's Committee of Son La province has also assigned departments and branches to coordinate in guiding communes with projects to complete the approval of land prices for support and compensation for land acquisition. At the same time, the People's Committee of To Mua commune is required to coordinate with the People's Committee of Van Ho commune to determine the origin of the land, sign the confirmation of the cadastral measure, issue a notice of land recovery, appraise and approve specific land prices, so that the project can be completed on schedule.
