The appearance of the trillion-dong project
The transport project connecting key economic areas in the dynamic economic zone along National Highway 279 and National Highway 12 in Dien Bien province (Dynamic road project) was approved by the People's Committee of Dien Bien province on May 31, 2021.
The project has a total investment of 1,300 billion VND, invested by the Provincial Traffic Construction Project Management Board.

Currently, the project is gradually being completed and bringing beautiful and convenient routes on the historical land. The total length of the entire route of the project is 35.35 km.
Of which, the section within Dien Bien Phu City is 5.78 km long, including 7 sections; the section outside the urban area is 29.57 km long, including 1 main route and 5 branch routes.

The project has a large route length, passing through 7 communes in Dien Bien district and 6 communes and wards of Dien Bien Phu city. The implementation period is from 2021-2025.
After starting construction in January 2022, the project has so far completed about 665.2/93.03 billion VND (reaching 70.9%) of the construction volume.

For the favorable scope of land, the investor has organized the completion of the entire project including: Package 1 (3 Nam Rom River overpass projects); Package 2+3 (NT1 route); Package 9 (main route Km15-Km19+876 and branch route 4); Package 12 (NT1b route).

According to Lao Dong, in package No. 5, section NT4 from the main road of the Trade Center for Services and Culture in the new urban area in the East, Dien Bien Phu City connecting to Hoang Van Thai Street (1.99 km long), the contractor is actively implementing the construction.
Technical infrastructure systems such as rainwater drainage, wastewater, technical cages, water supply, lighting, sidewalks, trees and traffic safety systems are also invested in and deployed synchronously.
" knot" for site clearance
The goal of the project is to complete the transport infrastructure, ensuring a synchronous connection between the basin area of Dien Bien district and Dien Bien Phu city.
The project must be completed in 2025. However, the project is still facing many difficulties due to problems in site clearance.

Mr. Nguyen Minh Tuan - Acting Director of the Project Management Board of Traffic Works of Dien Bien province said that this is a major obstacle affecting progress.
Packages 4, 5, 6 and resettlement areas in Dien Bien Phu City; packages 7 and 8 in Dien Bien District are still facing many difficulties in site clearance, causing the contractor to not be able to carry out construction as planned.

As of May 15, in Dien Bien district, 1,183/1,269 households have had their compensation and site clearance plans approved, corresponding to 39.26/39.6 hectares (reaching 99.16%).
In Dien Bien Phu City, the City People's Committee has approved a compensation plan for 312/312 households. Of which, the area with land for handover is 26.97/31.8 ha (reaching 84.81%); the remaining 4.68 ha of land has not been received by the people and handed over the land.

Faced with challenges, the Dien Bien Provincial Traffic Project Management Board is actively coordinating with localities to remove difficulties and obstacles related to site clearance.
At the same time, contractors are directed to mobilize maximum human resources, machinery, and equipment to immediately construct the sections of the route that have been handed over.
