Information from the Traffic Police Department (CSGT) - Hanoi City Police, on the evening of April 16, the working group led by Captain Tran Xuan Lam - an officer of Road Traffic Police Team No. 14, carried out patrol and control tasks in the area of National Highway 1B - Ring Road 3.
At around 8:15 p.m., the working group discovered a sleeper bus with license plate 38B-024.XX entering the access road to Ring Road 3, showing signs of running in the wrong route, so they stopped the vehicle for inspection.
Through verification, the authorities determined that driver T.V.T (born in 1983, residing in Ha Tinh province) was driving the vehicle on the wrong route. According to regulations, this vehicle must travel on the route from Nuoc Ngam bus station - Phap Van expressway - Cau Gie to Ha Tinh.
During the working process, realizing that the driver had a suspicious manifestation, the working group checked the alcohol content, the results showed that the driver violated at 0.091 milligrams/liter of breathing gas - under the violation threshold below 0.25mg/l according to current regulations.


At the time of inspection, there were 9 passengers on the bus traveling from Hanoi to Ha Tinh. The driver later admitted to drinking beer for dinner.
The working group has drawn up a record of the violation, temporarily detained the vehicle for handling, and requested the bus company to mobilize a replacement vehicle to continue the journey, ensuring the rights of passengers.
According to Decree 168/2024/ND-CP, car drivers who violate alcohol concentration below 0.25mg/l will be fined from 6 - 8 million VND and have 6 points deducted from their driving license.

Also on the evening of April 16, at around 11:30 p.m., at km 169+900 of the elevated Ring Road 3, the working group of Road Traffic Police Team No. 14 continued to inspect the truck with license plate 89C-230.XX driven by driver N.V.L (born in 1984, residing in Hung Yen province).
During the work, the authorities discovered that the driver was showing signs of using stimulants, the working group conducted a quick drug test and recorded a positive result. The traffic police also discovered some drug use tools hidden by the driver in the car.
This driver admitted to having used crystal meth with friends before. The working group has drawn up a record and temporarily detained the driver's license and the vehicle for handling according to regulations.

Decree 168 stipulates that in case of driving a vehicle on the road with drugs in the body, the driver will be fined from 30 - 40 million VND and have his/her driving license revoked for a period of 23 months.
"Actions of using alcohol and drugs while driving, especially for passenger cars and heavy trucks participating in traffic, with the potential risk of serious traffic accidents, this is a group of violations that have been identified and focused on by the Traffic Police.
In the coming time, the unit will continue to strengthen inspections, promptly detect and strictly handle violations to ensure traffic order and safety in the area", said Lieutenant Colonel Pham Duc Hoang - Captain of Road Traffic Police Team No. 14.
From March 15 to April 14, 2025, through patrolling and controlling, Hanoi Traffic Police discovered and handled 16,705 cases of traffic safety violations, including 4,461 cases of alcohol concentration violations.
