At about 1:40 p.m. on July 31, while on his way to work, Mr. Nong Van Nghi - Commander of the Thuc Phan Ward Military Command, traveling from the unit to the Mang River bridge, saw a backpack containing blue clothes, along with a pack of cigarettes and a red lighter (on the right side of the bridge from the old Hung Dao), realizing the situation of someone falling onto the bridge, Mr. Nghi took a car down to the riverbank.

When he saw people in the water who could not swim, Mr. Nghi jumped down to save them and took them to the other side of the river (in Na Luong area, Hamlet 4, old Vinh Quang).
At the time of bringing the person to shore, the victim was not breathing, Mr. Nghi gave initial first aid. After nearly 5 minutes of first aid, the victim regained consciousness and was taken to the emergency room in time.
Through information exploitation, the victim was Mr. Nong Van D (born in 1991), residing in Vo Dao hamlet, Be Trieu, Hoa An commune, Cao Bang province. Mr. D is now out of danger and his health is gradually stabilizing.
