On January 12, the Traffic Police Department (CSGT) of the Ministry of Public Security announced temporary traffic diversion to ensure traffic order and safety (ATGT) to serve the 14th National Party Congress.
In the inner city of Hanoi: Implemented according to the Temporary Traffic Diversion Notice of Hanoi City Police.
Outskirts and inter-provincial roads towards Hanoi
From 6am to 8am, 10:30am to 11:30am, 1pm to 2pm and 4pm to 6pm on the days of the Congress, it is temporarily prohibited for all types of cars with a total permitted tonnage of 10,000 kg and passenger cars of 45 seats or more (except for cars serving the Congress, cars with security badges, vehicles of task forces, passenger transport vehicles on fixed routes, toilet vehicles and incident handling vehicles) to circulate on the following routes and sections:
- Section from Thuong Tin intersection of Hanoi - Ninh Binh expressway; Yen My intersection of Hanoi - Hai Phong expressway; intersection with National Highway 18 of Hanoi - Thai Nguyen expressway; Binh Xuyen - IC3 intersection of Hanoi - Lao Cai expressway towards the city center.
- Section from Ngoc Hoi - Giai Phong intersection and Ninh Hiep - Ring Road 3 intersection on National Highway 1A; Vo Van Kiet - National Highway 2 intersection on National Highway 2; Phu Lo overpass intersection on National Highway 3; Nguyen Van Linh - Nguyen Van Cu Chui bridge intersection on National Highway 5; Xuan Mai intersection on National Highway 6; Son Tay intersection on National Highway 32; Hoa Lac intersection (Hoa Lac bridge) on Thang Long Avenue towards the city center.
Regarding Ring Road 3 elevated route, the section from Thang Long bridge to the intersection with National Highway 5A, from 06:00 to 21:00 on the days of the Congress, it is temporarily prohibited for all types of cars with a total permitted tonnage of 10,000 kg or more to circulate (except for cars serving the Congress, cars with protection badges, vehicles of task forces and priority vehicles going on urgent tasks).
During the temporary ban, vehicles move according to traffic diversion routes as follows:
From the northern provinces (Phu Tho, Tuyen Quang, Lao Cai, Lang Son, Thai Nguyen, Cao Bang...) to the Northwest provinces (Son La, former Hoa Binh province...) and vice versa.
Vehicles proactively change direction from Son Tay intersection (National Highway 32), Binh Xuyen - IC3 intersection (Hanoi - Lao Cai expressway) or National Highway 2A intersection with National Highway 2C, Te Lo commune, Phu Tho province (National Highway 2) to avoid the route towards Hanoi inner city and follow the route Vinh Thinh bridge → National Highway 21A → National Highway 6 or Hoa Lac - Hoa Binh Expressway to Hoa Binh province (old) and the Northwest provinces.
- Vehicles proactively change direction from the intersection with National Highway 18, Yen Phong commune, Bac Ninh province (Hanoi - Thai Nguyen expressway) and Phu Lo overpass intersection (National Highway 3) to avoid the route towards the inner city of Hanoi and follow the route National Highway 18 → Vo Nguyen Giap → Vo Van Kiet → National Highway 2 → Vinh Thinh bridge → National Highway 21A → National Highway 6 or Hoa Lac - Hoa Binh Expressway to Hoa Binh (old) and Northwest provinces.
From northern provinces (Phu Tho, Tuyen Quang, Lao Cai, Thai Nguyen, Cao Bang...) to the Northeast provinces (Bac Ninh, Lang Son...) and vice versa. Vehicles proactively change direction from Vo Van Kiet - National Highway 2 intersection (National Highway 2), Phu Lo overpass intersection (National Highway 3), intersection with National Highway 18, Yen Phong commune, Bac Ninh province (Hanoi - Thai Nguyen expressway) to bypass the route towards the inner city of Hanoi and follow National Highway 18 → National Highway 1A (Hanoi - Bac Giang Expressway) to the Northeast provinces.
From the Northwest provinces (Son La, former Hoa Binh province...) to the South and vice versa. Vehicles proactively change direction from Son Tay intersection (National Highway 32), Hoa Lac intersection (Thang Long Avenue), Xuan Mai intersection (National Highway 6) to avoid the route towards the inner city of Hanoi and follow National Highway 21A → Ho Chi Minh road to the southern provinces.
From the South to the Northwest provinces (Son La, former Hoa Binh province...) or the East (Hung Yen, Hai Phong, former Nam Dinh province...) and vice versa.
Vehicles proactively change direction from Dong Giao, Mai Son, Cao Bo, Liem Tuyen, Vuc Vong intersections... (Hanoi - Ninh Binh Expressway route) or Duyen Ha intersections, Phu Ly bypass, Dong Van overpass... (National Highway 1A route) to bypass the route towards the inner city of Hanoi and follow the routes Ho Chi Minh Road, National Highway 21A → to the Northwest provinces, National Highway 10, National Highway 21B (old DT 494), National Highway 38 → Yen Lenh bridge → National Highway 39 → Pho Noi → National Highway 5 or Hanoi - Hai Phong expressway to the eastern provinces.
From the eastern provinces (Hung Yen, Hai Phong, old Nam Dinh area) to the southern and northeastern provinces (Bac Ninh, Lang Son...), the north (Phu Tho, Tuyen Quang, Lao Cai, Thai Nguyen, Cao Bang...) and vice versa.
- Vehicles proactively change direction from Yen My intersection (Hanoi - Hai Phong expressway route) to avoid the route towards the inner city of Hanoi and follow the route → Hanoi - Hai Phong expressway connection road with Hanoi - Ninh Binh expressway through Hung Ha bridge → Liem Tuyen intersection or into National Highway 39 through Yen Lenh bridge → to Hanoi - Ninh Binh expressway to the southern provinces; (ii) from Yen My intersection → National Highway 39 → National Highway 5 → National Highway 17 or into Ring Road 3 - National Highway 1A (Hanoi - Bac Giang expressway) to the northern and northeastern provinces.
- Vehicles proactively change direction (i) from Nhan Hoa overpass (km 24+250 National Highway 5) to avoid the route towards the inner city of Hanoi and follow the route National Highway 39 → Yen Lenh bridge or the road connecting Hanoi - Hai Phong expressway with Hanoi - Ninh Binh expressway through Hung Ha bridge → into Liem Tuyen intersection of Hanoi - Ninh Binh expressway to the southern provinces; (ii) from National Highway 5 → National Highway 17 or into Ring Road 3 - National Highway 1A (Hanoi - Bac Giang expressway) to the northern and northeastern provinces.
From the Northeast provinces (Bac Ninh, Lang Son...) to the northern provinces (Phu Tho, Tuyen Quang, Lao Cai, Thai Nguyen, Cao Bang...), the East (Hung Yen, Hai Phong, old Nam Dinh area) and vice versa.
- Vehicles proactively change direction from Kha Le overpass (km 139 National Highway 1A - Hanoi - Bac Giang expressway) to avoid the route towards the inner city of Hanoi and follow National Highway 18 or to the intersection with Hanoi - Thai Nguyen expressway to the northern provinces; to Bo Son overpass (km 138+500 National Highway 1A) → National Highway 38 → National Highway 17 to enter National Highway 5 or Hanoi - Hai Phong expressway to the eastern provinces.
- Vehicles proactively change direction from the intersection with provincial road 277 - Tu Son clock column (km 154+100 DT 295B - old National Highway 1A) turn right into new provincial road 277 (direction to Dong Ky) to avoid the route towards the inner city of Hanoi and follow the route provincial road 286 → Huynh Thuc Khang road (Yen Phong commune, Bac Ninh province) → National Highway 18 to the northern provinces; to the intersection with provincial road 277 → National Highway 1A (direction to Den Do) to the eastern provinces.
The Traffic Police Department requests transport businesses, drivers, vehicle owners subject to traffic diversion and people to minimize traffic participation on routes, sections of routes, time frames for announcing temporary bans and restrictions on road vehicles...
Strictly comply with the provisions of law on road traffic order and safety, paying attention to: traveling in the correct lane and lane; maintaining distance and speed; not stopping or parking illegally; when there is a signal from a vehicle entitled to priority to perform tasks, the vehicle operator must quickly reduce speed, avoid or stop close to the right side of the road to give way to the vehicle entitled to priority; comply with the guidance and traffic control of the Traffic Police force and other functional forces.
