According to the plan, the new communes after the merger in the province will conduct a trial operation from June 25. In districts such as Son Tinh, Binh Son, Duc Pho town... the preparation of conditions for the new commune-level government to come into operation is being urgently completed. One of the issues that localities are particularly interested in is the arrangement and use of political and administrative headquarters, public reception and the Internet communication system...

According to Resolution 1677/NQ-UBTVQH15 on the arrangement of commune-level administrative units of Quang Ngai province approved by the National Assembly Standing Committee on June 16, 2025, Son Tinh commune was established on the basis of merging Tinh Son, Tinh Binh communes and Tinh Ha town in Son Tinh district. The workplace of the new commune was arranged by the People's Committee of Son Tinh district at the headquarters of the District Political - Administrative Center.
Speaking to reporters, Mr. Nguyen Hoang Hiep - Deputy Secretary of the District Party Committee, Chairman of the People's Council of Son Tinh District - said that up to now, preparations for the activities of the new commune have been basically completed. In the new Son Tinh commune, there are still some headquarters of the People's Committees of the old communes. These headquarters are being used to arrange enough workplaces for cadres, civil servants, and public employees. Currently, the old communes have completed the statistics of assets, documents, and working equipment to be ready to move to the new location from June 25.
The one-stop department in the communes - where the Commune-level Public Administration Service Center is expected to be established - has reviewed all equipment, machinery, and personnel; at the same time, organized training, registered digital signature software and electronic signature accounts.
Ensuring smooth service to people
When the new communes officially come into operation, an important requirement is not to interrupt the settlement of administrative procedures for organizations, individuals and enterprises. To meet this requirement, the communes have chosen favorable locations, taking advantage of the old one-stop department and existing equipment to continue serving the people.
According to Mr. Nguyen Pham Phong - Chairman of Tinh Dong Commune People's Committee, said: In the immediate future, the locality will use the one-stop department of Tinh Dong commune to handle administrative procedures for the people of the new commune. Currently, the one-stop department of Tinh Giang and Tinh Minh communes is still operating, so it is not possible to transport the equipment to the main location. In the next few days, equipment from one-stop departments will be added to ensure service eligibility.
Speaking to reporters, Mr. Nguyen Thanh Hoai - Director of the Provincial Administrative Procedure Control and Service Center - said that through the survey, most of the locations expected to establish the Commune-level Public Administration Service Center basically meet the requirements for convenient locations, expanded areas, and essential equipment systems.
However, many locations still need to be renovated and expanded from the old one-stop department; invest in more machinery and equipment; arrange waiting chairs, records writing tables, computers with Internet connection to serve people to transact and use online public services. In addition, it is necessary to add equipment such as automatic digitizers, equipment for digitizing records, documents, etc. according to current regulations.
