At the third quarter press conference held by the People's Committee of Ca Mau province on the morning of September 18, answering reporters regarding the case of Mr. Ho An Tap's house, Vice Chairman of the People's Committee of Ca Mau city Tang Vu Em said that Mr. Tap had completed the procedures to convert aquaculture land to residential land in accordance with regulations.
Currently, the land transfer procedure for Mr. Tap is being carried out by the specialized agencies of Ca Mau city.
At the press conference, Mr. Bui Tu Hai, Deputy Director of the Department of Natural Resources and Environment of Ca Mau province, also said that the Chairman of the People's Committee of Ca Mau city issued Decision No. 82/QD-XPHC dated January 9, 2023 on administrative sanctions; Decision No. 7309/QD-SDBSHB dated November 15, 2023 on amending and supplementing part of the Decision on administrative sanctions against Mr. Ho An Tap and Decision No. 4617/QD-CCXP dated August 20, 2024 on compulsory enforcement of remedial measures were implemented in accordance with the provisions of law.
On August 22, 2024, Mr. Ho An Tap submitted a petition with the content: complying with the payment of the fine according to the penalty decision of the Chairman of the People's Committee of Ca Mau city; but currently, he is facing financial difficulties and is not able to implement the remedial measure of changing the land use purpose to residential land at once for the entire area of 2,261.58 m2 of land in violation. Therefore, Mr. Tap requested the competent authorities to allow him to implement the remedial measure of changing the land use purpose divided into 02 times, with the first time only being able to change the land use purpose for the area of 583.2 m2 of land that has been built with houses and some other construction works.
Mr. Bui Tu Hai, Deputy Director of the Department of Natural Resources and Environment of Ca Mau province, said that, in comparison with the provisions of the law, Mr. Ho An Tap must be responsible for implementing the contents of the Decision on administrative sanctions of the Chairman of the People's Committee of Ca Mau city (must take remedial measures to change the land use purpose to residential land at once for the entire area of 2,261.58 m2 of land in violation).
Thus, after a long time, with many different penalty decisions, the villa considered "the most beautiful in Ca Mau" of Mr. Ho An Tap, after being discovered to have violated construction on aquaculture land, has now been allowed to change the land use purpose so that this house does not have to be demolished.
