On October 2, Chairman of the People's Committee of Cao Bang province Le Hai Hoa sent a letter to the cadres, soldiers and people in the province to encourage, share, and at the same time direct solutions to respond and overcome the severe consequences of the recent historic floods.

According to the Chairman of the Provincial People's Committee, in just a few hours, the flood caused unexpected deep flooding in many places, causing landslides, cutting off traffic, isolating many residential areas, damaging schools, medical stations, and works, even killing people during work. This is considered a flood with unusual developments, far exceeding all previously forecast scenarios.

In the letter, Chairman Le Hai Hoa emphasized: The biggest lesson is that if not handled early and not proactively evacuated, the risk will be unpredictable. We have minimized the losses thanks to the proactiveness, closeness to the people, not waiting, not being confused by the grassroots government and the forces.

The Chairman of the People's Committee of Cao Bang province expressed his deep gratitude to the military, police, medical, militia, organizations and volunteer organizations for promptly supporting people in affected areas.

Meals, bread, bottles of water brought to flooded areas; sandbags and materials brought to reinforce embankments and fences; or support for relocating children, the elderly, the disadvantaged... have contributed to helping people overcome the most difficult times.

In the letter, he also frankly acknowledged that response work is still limited: warnings are not arrived in time, support is still slow, coordination is not yet coordinated, some facilities still have to wait for opinions, wasting valuable time. The Chairman of the Provincial People's Committee would like to accept responsibility and commit to immediately rectify so that the direction in the coming time is clearer, more proactive and effective.

To enhance the capacity to prevent and combat natural disasters, the Chairman of the Provincial People's Committee directed to focus on 4 tasks: Mapping and zoning risks for propaganda and warning. Build a flood avoidance point that is solid enough, and arrange it close to residents. Providing the initiative to the commune level in evacuating people, banning them from crossing streams, and finding shelter during heavy rains.

Organize practical training for officers and people to clearly understand how to evacuate, ensure safety for young children, the elderly and support each other in emergency situations.

During the recent flood, in Cao Bang, 5 people died, including a 6-day-old newborn baby buried in rocks and soil; 3 people were injured.

More than 4,200 households were affected, nearly 3,500 houses were deeply flooded, hundreds of roofs were blown off and damaged. Over 5,000 hectares of rice, crops, seafood and livestock were swept away. More than 200 landslides, nearly 50 sections of flooded roads, overflow bridges and bridges were damaged, isolating many areas.

Traffic on many routes was cut off, 390 rural roads and 8 bridges were severely damaged; electricity systems, schools, irrigation works, health facilities, and agency headquarters were damaged. The total estimated damage is over 750 billion VND.
