On the night of September 29, when Cao Bang people were preparing to rest after a long day, an urgent announcement from the People's Committee of Thuc Phan Ward rang out: The water level of the Bang and Hien rivers rose rapidly, with a risk of widespread flooding.
Just a few minutes later, many households along the river witnessed the cloudy water flooding into the yard, carrying mud.
In Hoa An, Bao Lac, Bao Lam communes, floods on neo and Gam rivers also rose simultaneously. Especially in Hoa An, near Binh Long hydropower plant, Na Tet, Be Trieu, and Ma Quan hamlets quickly sank into water.
People are busy moving their assets at night, both fleeing the flood and hearing bad news: two dead people, three workers constructing the Dong Dang - Tra Linh Expressway missing due to the sudden flash flood.
On September 30, it rained heavily. River water overflows into the banks, even into central residential areas. Kim Dong Street, Xanh Market, along the Hien River... the first floor of a house was deeply submerged in water, with property severely damaged.





"Yagi last year's storm was not as severe as this one. We have lost everything, Ms. Trieu Kim Cuc choked up. People for a long time were shocked, when the water level surpassed the historic flood peak in 1986.
In the early morning of October 1, the data recorded the water level of the Bang River at 185.22m, up to 2.72m higher than the alarm level III. It was not until noon that the water began to recede.
But that was also the time when the new war began: clearing mud, restoring houses, saving what remained. Many families have to stay up all night to clean up, because if the mud is dry, the repair will be many times more difficult.


The number of damages is clear: 4 deaths, including a 6-day-old newborn baby buried in rocks and soil; 3 injured, 1 missing.
More than 4,200 households were affected, nearly 3,500 houses were deeply flooded, hundreds of roofs were blown off and damaged. Over 5,000 hectares of rice, crops, seafood and livestock were swept away. More than 200 landslides, nearly 50 sections of flooded roads, overflow bridges and bridges were damaged, isolating many areas.

Traffic on many routes was cut off, 390 rural roads and 8 bridges were severely damaged; electricity systems, schools, irrigation works, health facilities, and agency headquarters were damaged. The total estimated damage is over 750 billion VND.
For two days, rescue forces, the military, police, border guards and local authorities have been doing all their best to provide relief, evacuate people, provide food, and search for missing people.

By the afternoon of October 1, the rain stopped and the water began to recede, but the worry was still there. Cao Bang people are trying to recover from the flood, while the government and armed forces are mobilizing thousands of officers and soldiers to stand guard and proactively respond to any arising situations.
Over the past 48 hours, Cao Bang has witnessed one of the most fierce historical floods. Amidst loss and pain, the resilient will and solidarity of the people here are once again tested.


The locality is requesting the Government, ministries and branches to urgently support rescue equipment, support 50 billion VND to repair houses, 600 billion VND to repair essential infrastructure and 100 billion VND to restore agricultural production, soon stabilize people's lives and rebuild after natural disasters.
