Chairman of Cao Bang Provincial People's Committee Le Hai Hoa has just issued Official Dispatch No. 04/CD-CT requesting rectification of discipline and administrative order.
In which, it is emphasized that the province must focus on implementing the conclusions of the Central Government, the Action Program for the term and the goal of double-digit growth; and at the same time launch 85 peak days to complete phase 1 of the Dong Dang - Tra Linh expressway.
Inspection shows that some agencies and localities are implementing tasks slowly and lack decisiveness.
Placed in the context that the province is facing the requirement to maintain national defense and security in the border area, creating breakthroughs in socio-economic development right from the beginning of the term.
Therefore, Chairman of the Provincial People's Committee Le Hai Hoa requested the heads of departments, branches, and localities to directly review all targets, clearly identify progress, output products and personal responsibilities.
The Provincial People's Committee will not accept the situation of formality, reporting a lot but low efficiency," the content of the telegram clearly stated.
The document emphasized that the double-digit growth target is identified as an operating order, and all programs must aim to create jobs, increase budget revenue, and improve people's lives.
The province launched a 85-day and night emulation drive to complete the main items of the Dong Dang - Tra Linh expressway, requesting to definitively resolve problems related to site clearance, materials, and procedures.
Units need to report on progress weekly, individualize the responsibilities of each individual.
At the same time, the Provincial People's Committee requested to accelerate schools, healthcare, and people's infrastructure projects in border communes; accelerate disbursement of public investment, resolutely transfer capital if delayed; strictly handle the situation of avoidance and pushing.
Provincial leaders emphasized that each official must shift from "working all hours" to "working all jobs", from administrative thinking to service thinking; turn the resolution into concrete, measurable results, ensuring the completion of growth targets and key projects as committed.
