On February 19 (ie, the 3rd day of the Lunar New Year of Binh Ngo), a working delegation of Hanoi City led by Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Vu Dai Thang directly inspected the management and organization of the 2026 Perfume Pagoda Tourism Festival in Huong Son commune.
100% free parking for cars and motorbikes
Reporting to the working delegation, leaders of Huong Son Commune People's Committee said that the management and organization of the 2026 Perfume Pagoda Tourism Festival is being synchronously implemented by the Organizing Committee in many fields, from ticket control, parking lot management, passenger transportation to technical infrastructure investment, to ensure the festival takes place safely, civilizedly, and in accordance with regulations.
Huong Son Commune People's Committee has directed the Organizing Committee to assign officials to manage checkpoints, adjust the normal operating status of 10 magnetic gates, and at the same time develop contingency plans when power outages or network incidents occur to ensure safe and accurate ticket control.
The Organizing Committee arranged 6 centralized ticket sales points at parking lots and Yen station, along with 1 additional ticket sales point at Thien Tru ticket control station. The festival innovates payment methods in the direction of reducing cash, increasing electronic payments through QR codes, bank transfers and POSs, and still maintaining cash payments to suit many types of tourists.
Throughout the Festival, the Organizing Committee implements 100% free parking fees for cars and motorbikes at parking lots managed by the Organizing Committee, and strictly prohibits all acts of illegal fee collection.
Regarding passenger transport on Yen stream, Huong Pagoda Tourism Service Cooperative coordinates with functional forces to register, inspect and manage vehicles strictly. There are a total of 1,033 traditional boats, 2,636 boats and 6 electric boats serving operation and support. 100% of vehicles are equipped with seats, life jackets, trash baskets, floating objects, boat numbers, QR codes to receive information and arrange umbrellas and free drinking water according to regulations.
Boat drivers are issued identification shirts, badges, professional training and sign commitments to implement civilized service; wages are paid 100% through bank accounts to ensure publicity and transparency. The Organizing Committee arranges 10 automatic ticket control gates at Yen wharf, organizing operations in 3 shifts, 6 teams, 30 teams, regulating by turn and time frame to limit congestion on peak days.
In parallel, passenger transport by electric vehicles continues to be effective in reducing traffic pressure and protecting the environment. In 2026, 110 electric vehicles will be licensed to operate, of which 92 vehicles are eligible for regular operation, with 115 drivers serving in shifts.



Ensure absolute safety for tourists
Inspecting the reality in the Yen stream area and service business points along the route to Thien Tru Pagoda belonging to the Huong Pagoda scenic complex, Chairman of the City People's Committee Vu Dai Thang noted many positive changes in this year's organization, especially the application of technology in ticket management, issuance and control in a public and transparent direction, creating convenience for tourists.
In the Yen stream area, the Chairman of the City People's Committee requested to strengthen vehicle inspection, tighten transportation safety assurance; strictly comply with regulations on waterway traffic safety, ensuring absolute safety for tourists.
Regarding service business activities, the Chairman of the City People's Committee highly appreciated the careful preparation, neat and clean arrangement of business households. During the inspection, the Chairman of the City People's Committee directly enjoyed some local specialties and recorded the culinary quality at the relic site.
However, the Chairman of the City People's Committee requested units and business households to continue to raise awareness of ensuring food safety and hygiene; absolutely not to let the situation of price gouging and soliciting tourists occur; maintain environmental sanitation, not littering indiscriminately, and maintain the solemn space of relics.
Chairman of the City People's Committee Vu Dai Thang requested local authorities and functional forces to closely coordinate in operating work; prepare sufficient technical infrastructure; develop reasonable traffic diversion plans; ensure security and order and fire prevention and fighting.
