Ho Chi Minh City Chairman agrees to install a battery exchange cabinet for electric motorbikes on the sidewalk

Ho Chi Minh City - Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc agreed on the policy of installing electric motorbike battery exchange cabinets on sidewalks and in public areas.

The collection of fees for temporary use of roads and sidewalks to install electric motorbike battery exchange cabinets will be implemented in accordance with current regulations.

The Chairman of the Ho Chi Minh City People's Committee assigned the Department of Construction to widely announce the criteria for selecting businesses to participate in investment, installation, management and operation of battery exchange cabinets, along with a list of roads with eligible sidewalks for deployment.

This process must ensure publicity, transparency, no discrimination, no monopoly formation, and create conditions for eligible businesses to participate in accordance with legal regulations.

In addition, the Department of Construction is responsible for clarifying the management and operation mechanism after investment; clearly defining the responsibilities of enterprises in investing, managing, operating, maintaining, and repairing battery exchange cabinets; ensuring electrical safety, fire prevention and fighting, security and order, environmental sanitation and urban aesthetics. Enterprises must be responsible for promptly handling arising incidents and compensating for damages (if any).

The Department of Construction monitors, inspects, and supervises the installation and operation at each specific location; promptly rectifies and handles violations, requests temporary suspension of operation or dismantling when not ensuring conditions on traffic safety, electrical safety, fire prevention and fighting, security and order and urban aesthetics.

The Chairman of the Ho Chi Minh City People's Committee assigned the City Police, Department of Industry and Trade, Ho Chi Minh City Power Corporation and commune-level People's Committees, according to their functions and tasks, to proactively coordinate with the Department of Construction, creating favorable conditions for businesses in the process of surveying locations, designing, installing, supplying electricity, managing operations, maintenance, as well as ensuring fire prevention and fighting and security and order.

Units participating in installing electric motorbike battery exchange cabinets are responsible for ensuring traffic safety, electrical safety, fire prevention and fighting, and security and order throughout the construction and exploitation process.

At the same time, commit not to advertise on battery exchange cabinets; self-relocate, dismantle, return the premises and stop operating on time when requested by competent authorities, not to complain, not to request compensation.

Previously, the Ho Chi Minh City Department of Construction said that it had received proposals from Great Wealth Trading and Service Co., Ltd. and V-Green Global Charging Station Development Joint Stock Company on participating in investing in and installing charging stations and battery exchange cabinets for electric motorbikes in the City.

According to the commitment, Great Wealth Company will deploy 10,000 battery exchange cabinets, placed next to lighting poles on roads with suitable sidewalks, expected to be completed in the first quarter of 2026. This system serves electric motorbikes of many brands such as Honda, Yadea, Yamaha, VinFast..., contributing to promoting the green transformation process in Ho Chi Minh City.

Meanwhile, V-Green Company also committed to investing in 10,000 battery exchange cabinets, expected to be completed in the first quarter of 2026, to meet the battery exchange demand for more than 400,000 technology and delivery drivers operating in the City.

According to the proposed plan, each battery exchange cabinet has 6 to 12 trays, with a capacity of 6 kW to 12 kW.
