On October 8, the Ho Chi Minh City Department of Construction issued an urgent document to V-GREEN Global Charging Station Development Joint Stock Company (under Vingroup Corporation), Youth Volunteer Public Service Company Limited and the Road Traffic Infrastructure Management Center regarding the installation of electric car charging stations (energy stations) within the scope of protecting road traffic infrastructure in some areas in Ho Chi Minh City.
The Ho Chi Minh City Department of Construction approved the policy of allowing the installation of electric car charging stations at locations temporarily using the roadway for cars to park with fees. Parking fees will continue to be collected by the Youth Volunteer Public Service Company Limited.
Currently, Ho Chi Minh City has 20 routes allowed for car parking with toll fees, of which District 1 previously had 12 routes, District 5 previously had 3 routes and District 10 previously had 5 routes.
In order to limit the impact on the daily life and business of people along the routes, the Department of Construction recommends that V-GREEN study the option of integrating charging stations onto existing public lighting stations, minimizing sidewalk occupation.
V-GREEN is also required to urgently coordinate with the Youth Volunteer Public Service Company to determine suitable locations and propose construction licensing in accordance with legal regulations.

The Ho Chi Minh City Department of Construction agreed on the location of electric car charging stations in 3 areas, including:
Huyen Tran Cong Chua Street (from in front of trees No. 77 to No. 71, Ben Thanh Ward) with 3 charging stations.
Khanh Hoi Park - location 1 (left of the Water Music Station seen from Road No. 48, Vinh Hoi Ward) with 6 charging stations.
Khanh Hoi Park - location 2 (right of the Water Music Station seen from Road No. 48, Vinh Hoi Ward) with 6 charging stations.
For 28 other locations surveyed and proposed by the Road Traffic Infrastructure Management Center, the Ho Chi Minh City Department of Construction proposed that V-GREEN coordinate with relevant units to review the demand, assess the feasibility and specifically propose each location, as a basis for consideration and approval in the next phase.
Previously, the Chairman of the Ho Chi Minh City People's Committee assigned the Department of Construction to urgently review and update the green transport infrastructure development plan, including the charging station system and clean fuel supply stations.
According to the directive, the arrangement of charging stations will prioritize the use of public land funds managed by the State, minimizing the use of land belonging to households and individuals. In parallel with the planning process, the Department of Construction will advise the Ho Chi Minh City People's Committee on a plan to exploit public land to arrange a suitable charging station.
According to the Project on controlling vehicle emissions, the Ho Chi Minh City Department of Construction aims to build 750 - 1,338 charging stations at parking lots, shopping malls and main traffic routes.
Regarding the policy of sharing public charging station infrastructure, Deputy Director of the Ho Chi Minh City Department of Construction Bui Hoa An said that the Government and ministries and branches are developing technical standards for this type.
Basically, the chargers (headlights) of all car manufacturers are similar, but the management software is different. Businesses often want to control their charging station infrastructure, so sharing is not easy. When one company's vehicles use another company's charging stations, the biggest problem is how to calculate costs.
