To respond to storm No. 12 early and remotely, ensure the safety of people's lives and minimize property damage, first of all for ships and activities at sea and along the coast, the Chairman of the Provincial People's Committee requested directors (heads) of provincial departments, branches and sectors; Chairmen of People's Committees of communes, wards and special zones to immediately carry out the work.
Do not be negligent, subjective, or organize monitoring, updating, and grasping the situation, developments, and impacts of storms in the locality. Focus on leading, directing, reviewing, updating plans, proactively taking response measures at the highest level, anticipating the worst case scenario to ensure the safety of people's lives, limiting damage to people's and State's property, and not being passive or surprised in any situation.
Chairmen of People's Committees of communes, wards and special zones closely monitor forecasts, warnings and developments of the storm, promptly and fully inform authorities and people at all levels to proactively prevent, respond and minimize damage.
Implement the "4 on-site" motto well, review localities and areas, mobilize people to prune trees that are not guaranteed and are at risk of falling, causing danger to people and vehicles. Implement the construction of houses and warehouses; guide the implementation of measures to ensure safety for aquaculture and production; gather forces to prevent and combat natural disasters to be ready to support people when damage occurs.
In particular, pay attention to directing timely response to temporary flooding caused by heavy rain for the 2025 Autumn-Winter rice crop and crops, livestock, and seafood. Strengthen the review and implementation of safety assurance plans for people and tourists on the islands. Organize warnings and put up signs in dangerous areas. Guiding and propagating to people and tourists to limit beach activities to prevent the risk of drowning accidents during storms.
Organize the deployment of shock forces to inspect and review residential areas along rivers, island communes, low-lying areas, proactively unblock the flow to ensure the safety of people in the area. Propagate people to protect drainage infrastructure, not to cover water intake gates; clean sidewalks, roads, and areas around rainwater intakes, do not leave garbage behind that affects drainage, causing local flooding, especially in concentrated urban areas, industrial parks, etc.
The Department of Agriculture and Environment directs the Irrigation Sub-Department to proactively operate the sewer system under its management and coordinate with the Southern Irrigation Exploitation Company Limited, An Giang Irrigation Exploitation Company Limited and localities to flexibly and effectively operate sewers in the province to drain water and prevent flooding in low-lying areas. Check and review the readiness to deploy response plans to ensure safety for the dyke system, coastal works, boats in anchorage areas, aquaculture cages, and seafood at risk of being affected by storms.
