The People's Committee of Quang Ninh province has just issued a plan to streamline internal organizations, public service units, and state-owned enterprises in Quang Ninh province.
In particular, the Management Board of Monuments and Scenes under the Department of Culture, Sports and Tourism, and the Management Board of Bai Tu Long National Park will be merged into the Ha Long Bay Management Board, a public service unit that ensures 100% of regular expenditures under the Provincial People's Committee.
The People's Committee of Quang Ninh province assigned the Ha Long Bay Management Board to preside over and coordinate with the Bai Tu Long National Park Management Board, the Department of Culture, Sports and Tourism to develop the Project, seek opinions from relevant agencies and units, and send it to the Department of Home Affairs for appraisal before October 10, 2025 to report to the Provincial People's Committee to submit to competent authorities, to be completed before October 15, 2025.
Previously, Quang Ninh province merged 3 departments, including: Yen Tu National Park and Forest Management Board, Tran Dong Trieu Relic Site Management Board and Bach Dang Special National lich su Management Board into the Relic and Scenic Landscape Management Board, under the Department of Culture, Sports and Tourism.
Along with the merger of some departments into the Ha Long Bay Management Board, Ha Long University is also subject to arrangement, in the direction of restructuring Ha Long University under the People's Committee of Quang Ninh province and Quang Ninh University of Industry under the Ministry of Industry and Trade into a multi-disciplinary, multi-disciplinary university under the province, a public service unit under the Provincial People's Committee that is 100% self-sufficient in regular expenditure (Group 2).

For Vietnam - Sweden Uong Bi Hospital: Develop a project to reorganize Vietnam - Sweden Uong Bi Hospital on the basis of merging Quang Ninh Medical College and reorganizing the internal apparatus.
