At the regular press conference for the third quarter of 2025 of the People's Committee of Quang Ninh province this morning (October 6), Mr. Bui Tuan Anh - Deputy Director of the Department of Home Affairs of Quang Ninh province - said that by September 12, 2025, Quang Ninh province had issued a decision to resign 1,065/1,309 cases according to Decree No. 178/2024/ND-CP and Decree No. 67/2025-ND-CP.
Of which, VND 974.744 billion has been paid to 943 cases. The remaining beneficiaries who have not yet had a decision on funding are 122 people, and will be paid before October 15, 2025 in accordance with the direction of the Central Government.
Regarding the settlement of policies for part-time workers at the commune level, by September 17, 2025, Quang Ninh province has issued decisions to resign 768 cases according to Decree No. 154/2025/ND-CP. 263/768 of the above cases have been decided by the Provincial People's Committee to be funded with a total amount of 39.348 billion VND.
Also according to the representative of the Department of Home Affairs of Quang Ninh province, by July 1, 2025, the province has completed the assignment and arrangement of personnel in 54 communes, wards and special zones, with about 21,000 cadres, civil servants and public employees. Of which, more than 1,700 commune-level cadres were previously converted to new commune civil servants; received 263 civil servants working at the Provincial Public Administration Service Center.
After July 1, 2025, continue to review, mobilize, and arrange personnel according to the right expertise, focusing on key areas, such as: land, finance, education, healthcare, information technology, etc. To promptly supplement personnel for agencies, units, and localities, the People's Committee of Quang Ninh province issued Plan No. 238/KH-UBND dated September 23, 2025 with 584 targets (phase 1 recruits 215 targets, prioritizes the fields of land, technology, finance, and accounting).
In order to support cadres, civil servants and public employees after the merger, the People's Committee of Quang Ninh province has arranged public housing and basic working conditions to meet requirements. The province is also developing regulations on social housing support for officials who have houses but are away from work; at the same time, developing support policies for people working far away.
