One of the major issues after the merger of Quang Ninh’s administrative units is the conversion of documents such as citizen identification cards, land use right certificates, household registration books, and business registration papers. These documents will need to be updated according to the new boundaries and names.
To support the people, localities in Quang Ninh province have developed specific plans. Recently, the People's Committee of Ba Che district has issued a plan, in which on October 25, 2024, a ceremony will be held to announce the establishment of Luong Minh commune (merging Minh Cam commune and Luong Mong commune) and a meeting of the People's Council of the commune.
Immediately after the new commune is established, the Commune People's Committee will coordinate with relevant agencies to develop a propaganda plan and organize the conversion of documents for individuals, organizations and businesses. This conversion will not collect any fees or charges.
In case individuals and organizations have not yet converted, current documents can still be used if they have not expired according to regulations.
The district police will also update and adjust information on people's place of residence in the National Population Database immediately after the resolution takes effect. It is expected that this work will be completed before December 31, 2024.
Previously, on September 28, 2024, the National Assembly Standing Committee passed Resolution No. 1199/NQ-UBTVQH15 on the arrangement of district and commune-level administrative units in Quang Ninh province, period 2023-2025.
According to this resolution, Dong Trieu city was established with an area of 395.95 km², a population of 248,896 people, including 19 commune-level administrative units (13 wards, 6 communes). Tan Viet commune was merged into Viet Dan commune and Dong Trieu ward was merged into Duc Chinh ward. In addition, four communes including Binh Duong, Thuy An, Binh Khe and Yen Duc will be upgraded to wards.
In Ba Che district, Luong Minh commune was established with an area of 98.28 km² and a population of 2,310 people, from the merger of Minh Cam commune and Luong Mong commune. After the merger, Ba Che district will have 6 communes and 1 town left.
Cam Pha city will establish Hai Hoa commune with an area of 96.11km² and a population of 5,606 people, from the merger of Cam Hai commune and Cong Hoa commune, increasing the total number of administrative units of the city to 13 wards and 2 communes.
In Mong Cai city, Hoa Lac ward will be merged into Tran Phu ward, with an area of 1.74km² and a population of 11,830 people. After the arrangement, Mong Cai will have 16 administrative units, including 7 wards and 9 communes.
Ha Long City will also merge Yet Kieu ward into Tran Hung Dao ward, with an area of 2.30km² and a population of 28,204 people. After the arrangement, Ha Long will have 32 administrative units, including 20 wards and 12 communes.
This Resolution will take effect from November 1, 2024. After implementation, Quang Ninh province will have 13 district-level administrative units (7 districts, 1 town, 5 cities) and 171 commune-level administrative units (91 communes, 73 wards, 7 towns).
