Officials and civil servants of the new ward in Hanoi " start working" right away
According to the reporter of Lao Dong Newspaper at the People's Committee of the new Tay Mo Ward, at exactly 7:30 a.m., all assigned cadres and civil servants were fully present, immediately starting the new task. Departments and offices proactively approach the process of handling administrative procedures according to the two-level government model. Basically, the machinery system and transmission lines ensure stable operation.
On the first day of trial operation, cadres and civil servants of the new Tay Mo ward received and processed documents and administrative procedures according to new functions. Immediately afterwards, leaders and officials of Tay Mo ward attended a training session on network security protection, information security and document and archive work, serving the arrangement of the government apparatus.
An officer of Tay Mo Ward People's Committee shared that the trial operation is an opportunity for officers of departments and offices to get acquainted with the new process, operate work smoothly according to assigned functions and tasks, ensuring continuity and efficiency in handling work when the new government model comes into official operation.
At the one-stop-shop department for handling administrative procedures, the ward's civil servants are still performing normally. In the morning, dozens of workers came to the one-stop department to handle procedures such as birth certificates, land procedures, civil status, etc.
When coming to do the certification procedures, Mr. Chinh - a citizen in the new Tay Mo ward shared: "I often have to come to do administrative procedures, but every time I come to work, the staff of the People's Committee of the old Dai Mo ward and now the new Tay Mo ward are very enthusiastic, supporting people when doing administrative procedures".
Ensuring the best operating conditions and service to the people
In the coming time, Vice Chairman of the new Tay Mo Ward People's Committee - Mr. Nguyen Tien Hung - said: "Today, we are implementing a trial operation of the two-level local government model, while still ensuring the reception and settlement of administrative records in the old Dai Mo ward.
With the spirit of "testing", we create hypothetical situations, assign civil servants to perform tasks, operate with system accounts, receive and handle work in specialized departments".
Mr. Hung said that on the first day, the ward has reviewed facilities and equipment to ensure the best operating conditions and service for the people. "We proactively prepare adequate equipment, especially at the one-stop department, to quickly and effectively meet and resolve administrative procedures transferred" - he emphasized.
According to Mr. Hung, the group of administrative procedures that the new ward will receive includes the fields of land, justice, culture - society... These procedures were previously undertaken by the old Dai Mo ward. From July 1, the new ward will receive additional administrative procedures that are under the authority of the district level, thereby expanding the scope of settlement at the local level, ensuring smoothness, efficiency and more convenience for people.
The representative of the expected leadership of Duong Noi ward said that in order to effectively operate from July 1, 2025, the new departments and specialized offices and People's Committees of the new ward are drafting the working regulations of the People's Committee, assigning tasks to Chairmen and Vice Chairmen and building the functions and tasks of the specialized departments and offices, ensuring that the payment of social security policies to the people is not delayed or interrupted.
According to Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong, the operation of communes and wards does not depend on geographical distance nor too much on specific local conditions. The most important condition is the sense of collective responsibility of 126 communes and wards, especially the sense of responsibility of leaders at all levels, especially the Secretaries and Deputy Secretaries of the new communes and wards.
"We have to make efforts from the beginning to meet the requirements. This is also an opportunity for leaders, cadres, civil servants, and public employees of the new 126 communes and wards to demonstrate their expertise, professionalism, spirit, and attitude in serving the people" - Mr. Phong stated.
