On the afternoon of February 26, Hanoi City People's Committee held a ceremony to announce the establishment of Hanoi Innovation Center Joint Stock Company (Hanoi Innovation Center) and met with public-private partners and venture capital funds.
Speaking at the ceremony, Lieutenant General Nguyen Thanh Tung - Director of Hanoi City Police said that currently, although security and order are being maintained, creating a stable development environment for the city. However, with high population density and strong urbanization, security and order of the Capital still always face new challenges, complex, unpredictable, and unprecedented factors. Every day, the City Police force has to handle thousands of cases, from ensuring security and safety of political events, civil and criminal conflicts, to traffic accidents, fires and explosions...
In particular, with the 2-level Local Government model, it requires the police force to have faster reaction speeds and higher accuracy, and to be more absolute in operation. Therefore, there needs to be a strong breakthrough in applying technological solutions to practical work and combat.
Lieutenant General Nguyen Thanh Tung said that Hanoi City Police are coordinating with the City Innovation Center to develop a digital security and order management ecosystem with 3 interconnected components in real time.
First, locate and coordinate online patrol and control forces outside the scene, resolve complex security and order cases. The system displays a map of the entire force from traffic police, mobile police, rapid response forces, commune and ward police to ambulance forces on the map in real time. When an incident arises, the system automatically coordinates according to the actual distance and traffic flow, and supports digital scene reports including photos, videos and GPS coordinates, helping commanders grasp the situation remotely through a 360-degree map.
Second, the software application can connect images of regular cameras, analyze violations, identify people and vehicles using artificial intelligence (such as the AI camera feature). Through this, it is possible to take advantage of the existing camera systems of people, businesses, and residential areas, helping to save new investment costs, promote socialized resources, and form a widespread and interconnected surveillance camera network.
The system has the ability to identify people, identify vehicles, track subjects and display travel paths on the map; and analyze unusual behaviors such as intrusion, improper parking, crowd gatherings, and automatically filter fake alarms to optimize the effectiveness and efficiency of the City Police forces.

Third, use unmanned aerial vehicles to record a 360-degree panorama and transmit it directly to the City Police Command Information Center to handle complex situations such as: serious accidents, fires and explosions, crowded events, chasing and arresting subjects in areas without cameras. This is being actively studied by the City Police and will soon be piloted in the near future.
Fourth, in the long term, the Digital Security and Order Management Ecosystem will be designed towards 2 goals.
The first goal is that data and content that are not classified documents, can be publicized, interact directly with people such as maps of locations of police headquarters, fire hydrants, traffic cameras are shared, warning and recommending people, and measuring people's satisfaction.
The second goal, internal nghiệp vụ applications are confidential, only serving the internal ranks of the capital's police force such as: Positioning and coordinating forces; data layers on subjects, fields, and localities on security and order; digital maps on security and order; analysis, evaluation, and forecasting of security and order...
The synchronous deployment of the system helps optimize response time, creating a fundamental shift between "timely" and "passive" handling. This is not just a change in technology, but a commitment to protecting security and order, serving the people in the most visual and substantive way" - Lieutenant General Nguyen Thanh Tung emphasized.
