Thanh Hoa voters recommended that the center of Luan Thanh commune has a Ho Chi Minh road running through, with a high density of vehicles and people traveling, especially during schoolwork.
Voters requested the Ministry of Construction to invest capital to build a bypass in Luan Thanh commune of about 6km.
Voters and people of Son Dien commune, Thanh Hoa province proposed to invest in building a hard bridge across the Luong river (including a bridge and a road at both ends of the bridge), with a roadbed width of 6.50m, a cement concrete road surface structure and a residential road along the Luong riverbank, about 7km long. This project will facilitate the construction of inter-level boarding schools and for people to evacuate to the northern side of the Luong River to stabilize their population and develop the socio-economy of the 5 villages. The 5 villages include: Tan Son village, Nhai village, Na Nghiu village, Na Loc village and Ngan Ngam village in Son Dien commune.

The Ho Chi Minh route through Thanh Hoa province from Km503+00 (Thach Quang commune) to Km632+00 (Xuan Binh commune), 129km long, has been invested with a level III scale, 2 lanes.
According to the approved Road Network Planning for the period 2021 - 2030, with a vision to 2050, the Ho Chi Minh route through Thanh Hoa province coincides with the North - South expressway in the West with a scale of 4 lanes, and the investment process after 2030.
The Ministry of Construction acknowledged voters' recommendations on investing in bypasses in Luan Thanh commune.
In the process of studying investment in upgrading the Ho Chi Minh route according to the scale of the expressway standard in accordance with the approved planning, the Ministry of Construction will direct relevant units to study investment options so that after completion and operation, the flow of vehicles through the route will be separated and the traffic volume will be reduced, and traffic congestion and accidents will be limited on the route through Luan Thanh commune.
Regarding investment in a hard bridge across the Luong River, the Ministry of Construction believes it is necessary.
According to the provisions of the Road Law, the residential road along the Luong River and the investment in a hard bridge across the Luong River are under the management of the local road system according to the proposal of voters.
Therefore, the Ministry of Construction requested the People's Committee of Thanh Hoa province to direct relevant units to study and evaluate the necessity of investment, and proactively balance local budgets for implementation.
