On the morning of December 23, a representative of the Traffic Police Department (CSGT) - Ministry of Public Security - said the above information and determined that such problems affect the ensuring of traffic order and safety.
Regarding rest stops: Currently implementing a rest stop at Km334+900 and in the process of leveling the ground. The Traffic Police Department requested the road management unit of Zone III to monitor and urge the construction unit not to open a path straight out onto the highway and comply with the construction permit;
A temporary parking space has been arranged at the rest stop location, however, it is necessary to repair the winding road surface at the entrance to the station and add lighting.
"If there are traffic accidents, the units must take responsibility," the Traffic Police Department emphasized.
Currently, the Van Phong - Nha Trang expressway is being exploited at a maximum speed of 90km/h, which is exceeding the designed standard by 10km/h.
According to the design, the width of the emergency lane is 2.5m (the actual edge measurement in the paintline is 2.5m). However, through monitoring other expressways with lane stops that have had traffic accidents, the working group has recommended adding equipment (alarm lights, lighting, etc.) the route management unit has not yet implemented, so there is still a risk of accidents when vehicles stop urgently.
The entire route has been invested in a drainage system along both sides of the road; has been arranged with full painted lines, divided into lanes for vehicles, emergency lanes and lines at intersections.
At some locations, drainage ditches have been arranged but discharged at the next roadbed, easily causing reverse seepage into the roadbed, which can lead to landslides, making the road surface weak, sunken, and low.
Regarding the protective fence (B40 grid, barbed wire) there are still some places where the B40 grid fence has been dismantled and has not been repaired. The survey has discovered that there are many cows and animals traveling in the corridor of the expressway, which pose a potential risk of causing accidents for vehicles traveling on the route.
Super high slopes on curves, the authorities suggested reviewing to determine the appropriate maximum speed and painting the accelerator edges and warning signs to ensure safety.
From Co Ma nut to Van Gia nut, the road surface is bumpy and concave, causing danger to vehicles; at Km333+600, the road surface has a hole (20cm) that is potentially unsafe for traffic.
On the route from Nha Trang to Co Ma, there is a situation of damaged wavy corrugated iron (Km335+520, 330+500, 314+100, ...) that has not been repaired in time.
At Co Ma intersection, after a field survey, the Working Group found it necessary to add a warning system (the speed limit on the turn lane towards National Highway 1, studying the replacement of soft line-divided pits with materials to ensure safety for vehicles entering and exiting the expressway; the road surface still has damaged pits that have not been technically opened to traffic.
There is a section of the highway adjacent to National Highway 1 but there is no guardrail and fence separating it, so there is a potential risk of accidents.
"It is recommended to arrange hard median strips and signs to avoid the situation where motorcyclists mistakenly enter the highway, which can easily lead to traffic accidents," the authorities requested.
At Km345, the road surface has sunk and has been repaired, however, the road surface is not yet smooth, there are no road surface and sidewalk paintings, and are continuing according to regulations.
