Director of the Vietnam Road Administration Bui Quang Thai has just signed a document on the implementation of the National Highway System Maintenance Plan for 2025.
The document stated: according to the report of Investors/Project Management Boards (CPs/PMB) on the implementation of management and maintenance work on the national highway system in 2025, as of September 10, 2025, the volume of A-B acceptance and disbursement of CIs/PMBs is very slow, not meeting the registered disbursement plan and the progress requirements of the Vietnam Road Administration.
In particular, there are some units that have not fully implemented the reporting regime to serve the direction and operation of the Department on the implementation of the 2025 plan.
To be proactive in directing the implementation to speed up progress, clearly understand responsibilities and ensure the full disbursement of the capital plan assigned in 2025, the Department criticizes agencies and units that are slow to disburse and units that do not report implementation results (from July 10, 2025 to present) The detailed list is as follows:

The Vietnam Road Administration requests that investors/BSP focus and resolutely direct the acceleration of implementation progress and disbursement of allocated management and maintenance funds; have solutions to overcome difficulties to ensure the disbursement of 100% of allocated funds.
Urgently review and determine unused surplus funds/ funds not fully disbursed in 2025, report the results to the Department and take full responsibility for delaying reporting and inaccurate reporting data leading to failure to disburse the assigned 2025 capital plan.
Update data on the Road Maintenance Planning and Expenditure Estimate Management Software as required by the Vietnam Road Administration; at the same time, report the unit's 2025 roadmap implementation results to the Department on the 28th of each month in writing.
The Vietnam Road Administration also assigned the departments under the Department to base on assigned tasks, closely monitor implementation results; proactively organize inspections and urge agencies and units in implementing the 2025 plan to ensure progress and quality; Synthesize and report to the leaders of the Department in charge of the area for periodic and surprise implementation results, promptly advise on handling difficulties, problems and responsibilities of Investors/Project Management Boards and related units in the delay/not reporting on the implementation of the 2025 plan.
The Planning and Finance Department: based on the unit's report on unused surplus funds/ funds not fully disbursed in 2025, synthesizes and advises on timely handling options to ensure the full disbursement of assigned capital.
The Director of the Vietnam Road Administration assigned Deputy Directors according to their assignments, directly directing investors, project management boards and relevant advisory agencies of the Department to review the implementation situation, work specifically with localities (provincial People's Committees, cities/Department of Construction) that are behind schedule to find solutions to remove difficulties and obstacles, speed up the implementation progress and disbursement of the 2025 plan.
