The Vietnam Road Administration requests VETC and ePass to review the fee collection policy for e-wallet services, study appropriate calculation methods and draw communication experience.

On the afternoon of August 20, the Vietnam Road Administration informed about Viettel Money and VETC applying fees for e-wallet services linked to traffic accounts.

According to the Vietnam Road Administration, in the past time, many opinions on social networks and newspapers reflected that Vi VETC and Viettel Money announced to collect fees of 6,600 VND/month for individual customers and 66,000 VND/month for corporate customers; the month did not generate free transactions.

Before this reflection, the Vietnam Road Administration recorded the opinions of vehicle owners and urgently worked with toll collection units.

The Vietnam Road Administration said that the fees that VETC e-wallet and Viettel Money e-wallet announced to collect are fees for using means of payment, according to the provisions of banking law, not road use fees or traffic account usage fees.

According to Decree 119/2024/ND-CP, from October 1, 2024, previous toll collection accounts are converted into traffic accounts, linked to a non-cash payment method such as e-wallets, credit cards or bank accounts.

Traffic accounts only store information about vehicles and vehicle owners, not accounts containing money for payment. When a transaction arises, the amount to be paid will be deducted directly from the means of payment chosen by the vehicle owner.

The Vietnam Road Administration also cited the regulations in Decree 52/2024/ND-CP and Circular 40/2024/TT-NHNN, amended and supplemented by Circular 41/2025/TT-NHNN, stating that organizations providing e-wallet services have the right to collect fees for using e-wallets according to legal regulations on prices.

The fee level, fee collection method, and fee adjustment for using e-wallets must be shown in the agreement on opening and using e-wallets between e-wallet service providers and customers," the Vietnam Road Administration stated.

At the same time, according to the Price Law 2023, organizations and individuals doing business in services are obliged to list prices publicly, clearly, and conveniently for customers to recognize. According to the Law on Protection of Consumer Rights 2023, service providers must provide consumers with accurate and complete information about fees, costs, calculation methods and costs that may arise during the service provision process.

According to the Vietnam Road Administration, the above regulations do not stipulate a general notice period applicable to all cases of fee adjustment. Notice, announcement and fee adjustment must be carried out in accordance with relevant legal regulations, agreements between service providers and customers, and at the same time ensure the right of consumers to be provided with information.

According to the above regulations, some payment method providers have implemented service fee collection, such as: MoMo wallets, international credit cards, payment orders through BIDV, MB, VietinBank payment accounts...

At the working session on August 20, 2026 with VETC Automatic Toll Collection Co., Ltd. (VETC) and Vietnam Digital Transportation Joint Stock Company (VDTC), the Vietnam Road Administration proposed that units coordinate with payment vehicle suppliers to temporarily suspend implementation to review fee policies, study and supplement fee calculation plans suitable to customer needs and different usage frequencies (for example, collecting fees per transaction, in proportion to transaction value...). At the same time, continue to expand non-cash payment methods and develop value-added utilities and services, thereby bringing more practical benefits to customers.

Along with that, the Vietnam Road Administration requested units to continue to optimize the operating system and propose policies to reduce arising costs; seriously learn from experience in communication work as well as consulting and listening to customer opinions and state management agencies before changes that directly affect service users.

At the same time, the Vietnam Road Administration will propose to the State management agency for monetary and banking in non-cash payment activities in general, and the provision of e-wallet services in particular, to direct strengthened inspection and supervision to ensure that the provision of e-wallet services is convenient and harmonizes the interests of all parties.

In the coming time, especially during the National Day holiday of September 2nd, the travel demand of people and businesses will increase, the Vietnam Road Administration requests vehicle owners to comply with the provisions of law on road traffic, proactively check the status of traffic accounts and connected payment vehicles to ensure smooth traffic.
