On November 22, the Department of Agriculture and Environment of Da Nang City issued an official dispatch requesting to rectify the work of receiving documents and handling administrative procedures at branches of the Land Registration Office in the area.
According to the reflection on the Da Nang Information Portal, An Khe ward residents said that the land registration department at the An Khe Ward Public Administration Service Center often lacks human resources to receive documents.
The reflection clearly states that the land registration department at the An Khe Ward People's Committee "merged 3 wards in Da Nang City with only 1 person receiving the application".
People are upset: It was 11am less than August 4 and only 13 sets of documents were received. The superiors need to send more people to An Khe ward to work. People who complete a transfer or book change or inheritance procedure will need 3-7 days to complete it, not including receiving the results can take up to 1 month. It takes people's time, they still have work and family, and it has been too long."
Another opinion said that the People's Committee of An Khe Ward has 2 office buildings but "only 1 person is the main breadwinner and 1 person is the supporting breadwinner", leading to the processing of documents still being very slow. People reflected: Today, August 4, we received the order from 7:30 a.m. and at 10:35 we had 13 sets of instructions handled while many people were waiting. Before that, I also waited, but when 1-2 more people came to the number, they said they would stop receiving more documents.
In response to this information, the Department of Agriculture and Environment of Da Nang City said that since July 1, when the city implemented the 2-level local government model, the Land Registration Office has sent officials and employees to receive documents at the City and Commune Public Administration Service Centers (TPVHCC).
In addition, the Land Registration Office has arranged human resources at the VBSP to support people to submit documents online on the National Public Service Portal; at the same time, instruct the youth volunteer group to clearly understand the process and operations of submitting documents online to support people.
The Department also requested the People's Committees of communes and wards to coordinate with the Land Registration Office in guiding and receiving online records of citizens.
In addition, the Land Registration Office has issued a revised document, requiring branches to strictly implement the process of handling administrative procedures according to the "one-stop, one-stop-shop" mechanism, ensuring compliance with regulations at the one-stop department and on the National Public Service Portal.
